You should now have the By-Laws

 First a little insight. You will remember we worked on the CC&Rs for a long time to get them passed and now they are being recorded. That is now finished. So why did it take a year of work by the legal committee to get the By-Laws set to go? 
 We have three sets of rules in Candlewick. The CC&Rs are our main governing documents. As such we must be sure the other two classifications that are lower on the totem pole so to speak will not contradict anything in the others. We can not have a rule in the By-Laws that contradicts something in the CC&Rs and the next step down (Rules and Regulations) must not contradict anything in the CC&Rs or the By-Laws. Yeah, it gets complicated and must be handled correctly or we will have a mess.
 We had our attorney produce the final By-Laws document so some of his time and obviously an expenditure was necessary as the final step as well as his input along the way.
  To make a long story short, we had to get these documents updated and we have done so. Next will be the rules and regulations after the By-Laws pass. 
  Our first mailing of the proposed CC&Rs ballots produced over 800 "yes" votes. I hope we can accomplish the same with the By-Laws. If so passage will be complete. The thresh hold for passage is lower for these so it should happen quickly.
  Please take the time to read through them and if you agree I would ask that you go ahead and mail in your "yes" vote so we can wrap this up. Should you have questions by all means hold your vote until the Town Hall in early November to have your questions addressed.
  This has been a long haul and now it is in your hands. I know we can count on you as we have in the past.
