N.H.N. Update

NEIGHBORS HELPING NEIGHBORS
All the ornaments, turkeys and dinners have been selected.
Beginning this weekend there will be red containers located at the Recreation Center, Administration Office, and the Savannah Oaks Clubs House where donations of non-perishable food items, cleaning products, paper products, toiletries, stocking stuffer items and/or wrapped candy may be deposited. Items for teen boys are needed.
These containers will remain in place until December 12th and the contents will be added to the holiday dinners which will be delivered to 15 families on December 13th.
Thanks to all of CWL for your generosity this holiday season!

Save energy at what cost?

When driving to Rockford Tuesday to visit Mom I was surprised to see two serious wrecks on Riverside in the stretch from just after Farm & Fleet to Mulford Road. On the way home I could see why. The wind driven snow had blocked the light from the red and green areas of the stop lights. It was a scary situation. Later I heard on the news the lights had been changed from normal bulbs that emit heat to L.E.D. type that are cool and save energy. How many times have we heard public service announcements on various topics say "If only one life is saved it is worth it." Well, is this worth it? Time will tell. I guess one life saved isn't in this case.

A Thanksgiving smile from Bonnie Marron



BAD   Parrot

A young man named John received a parrot as a gift. The parrot had a bad
attitude and an even worse vocabulary.

Every word out of the bird's mouth was rude, obnoxious and laced with
profanity. John tried and tried to change the bird's attitude by consistently saying only polite words, playing soft music and anything else he could think of to 'clean up' the bird's vocabulary.

Finally, John was fed up and he yelled at the parrot.The parrot yelled
back. John shook the parrot and the
parrot got angrier and even more rude. John, in desperation, threw up
his hand, grabbed the bird and put him in the freezer.

For a few minutes the parrot squawked and kicked and screamed.
Then suddenly there was total quiet. Not a peep was heard for over a minute.

Fearing that he'd hurt the parrot, John quickly opened the door to the
freezer. The parrot calmly stepped out
onto John's outstretched arms and said "I believe I may have offended
you with my rude language and
actions. I'm sincerely remorseful for my inappropriate transgressions
and I fully intend to do everything I can to correct my rude and unforgivable behavior."

John was stunned at the change in the bird's attitude.

As he was about to ask the parrot what had made such a dramatic change
in his behavior, the bird spoke-up, very softly, "May I ask what the turkey did?"

Rich Witt tells me there are people ice fishing already and catching some fish. You couldn't get me out there. I am not ready for a dunking in ice water after going through the ice bucket challenge this summer!

Last winter
The warm weather, rain, and wind opened up some of the lake again. Possibly some of the sheltered bays will be all right but I sure wouldn't trust the ice at this point and this weekend they are talking forty degrees one day. Better safe than sorry. Hang in there guys (& gals) the solid freeze will be soon.

(Update) I drove around the lake Wednesday and the dip is wide open water. Fisherman's Cove has ice but I would bet anything with runoff it is really thin. I wouldn't go near any ice on the lake.

Rescue Calls
Public Safety responded to five (5) medical calls this past week. All five (5) people were transported to the hospital.
Wellness Checks/Assist
Public Safety responded to one well check in which the Officer assisted the resident. Everything was fine when the Officer departed.
Family Dispute
Public Safety responded to a residence for a family dispute.
Damage to a Mailbox
Public Safety responded to one (1) case of damage to a mailbox. It is suspected the mailbox was run over by a vehicle. The roadway was extremely icy. Please use care when roadway conditions deteriorate.
Vandalism
Public Safety responded to a residence for person(s) unknown throwing bicycles onto the ice of Candlewick Lake. The bicycles were recovered.
Residential Alarms
Public Safety responded to three (3) residential alarms
Open Doors
Public Safety responded or found three (3) open doors. All doors were secured.
Missing Juvenile
Public Safety responded to a missing juvenile call. The youth was located within 20 minutes.
Barking Dog
Public Safety responded to only one (1) call of a barking dog.
Loud Music
Public Safety responded to one (1) call of loud music. The music volume was lowered.
Suspicious Incident
Public Safety responded to a suspicious incident of a female screaming. Further investigation found this call to be unfounded.

A Sunday deviation from the norm

Normally on Sundays I post something religious or thought provoking in a positive way. This Sunday will be a little different so bear with me.
 Friday I drove my 46 year old son in by Chicago to have his initial testing appointment to qualify for a clinical trial of a drug that has shown promise in slowing or stopping progression of his disease, Frontal temporal dementia (FTD). It is a progressive disease. His initial test scored an 18 and 20 was the threshold for inclusion in the study. He is out and although I requested a re-test there is a waiting list so he is out for good. To say this was a set back is minimizing the feeling. This was the possibility for a man who was very successful operating his own business before this disease attacked him from nowhere a couple  years ago. I will not stop fighting for him, taking any avenue available. This, by the way, is April's Dad. I have written of April here before.

It is interesting the way the subconscious reacts to these type events. Friday night I had a dream. Although I could not tell who was in the car with me the two of us were driving in the country. The passenger mentioned seeing a turkey on a distant hill. I looked and thought it was far too large to be a turkey but didn't comment. We started up a hill that became steeper and steeper. The car was struggling with the engine roaring to make it up the hill. When we reached the top all that could be seen was sky. There was no way of knowing if it was a cliff in front of us or an extremely steep angle going down the other side. We were almost teetering at the top. It was far too steep an incline to back down. That was when I awoke. I have no doubt it was my subconscious reacting to the current situation with Darrell. We have tried so hard and only something very dangerous and uninviting lies ahead.

It would be so easy to say God has failed us, no, not us, Darrell. I must always remember he is the one suffering. It is not about me at all. His family are nothing but bystanders as this plays out. God is the only entity that can intervene and decide Darrell has suffered enough. Faith must get us through this horrible trial as we watch a wonderful father and Christian deteriorate mentally. Please pray that doors will open for him. He needs your help. He is part of your Candlewick family, having lived here about twenty years and raised his kids here. He does not deserve this fate.

Thursday's budget meeting

Our purpose was of course to go over next year's budget. We have been looking at ways to cut any fat while missing the bone. Are there disagreements on what expenses are necessary and what would just be nice? Of course, that is every year. I am conservative possibly to a fault and I am not the only one on the board that feels that way. Others feel we should loosen the purse strings. My feeling is just because we have the reserves that doesn't mean we spend the monies just because they are there. If something has reached the end of it's useful life then we should replace it but not before. If we replace early it only makes the next replacement happen sooner.
I think I have touched on this before but it is timely again. Reserves can not be spent simply to buy something new. Our replacement reserves are exactly what the name implies. Those finds are to replace items that have deteriorated. When we buy something new rather than replacing something it has to come from operating capital. That is the fund that is the tightest. If we replace a squad car for instance the cash is in the reserves for that expense. If we decide we need another one it must be purchased from operating then depreciated in the reserve account so when it's useful life is over the cash is in the replacement reserves to cover it. It is very easy to say "Hey, we have three million in the reserve account so let's put in an enclosed marina!" Nope, not unless you want your dues to go up a couple hundred or so. We do not borrow, we live within our means and that is the right way to operate in my opinion.

O.K., enough of that. What will happen to your dues this coming fiscal year? I have no idea until the operating budget is compared to projected funding and we are not at that point. We will try to hold every expense we can but as with your home expenses, they keep going up. Our electric rate as an example is going up 60% and we use a lot of electricity. When the comparison is made we will again look to see what areas can be tighter yet and go from there. Wish I could tell you more, but that is where we are now. Theresa is working diligently on that process and we should have comparisons soon.

Pictures from Wednesday's stocking

COLD was the word. Jim Brefeld came early to break the ice for the delivery but maintenance finally had to come to enlarge the hole. As most fishermen know, all pike are a very sensitive fish and can die easily if mishandled. You will see in the pictures we lost quite a few but we will get another shipment free to cover the losses. The smallmouth bass and cat handled the cold water fine so no problem there. Jim, Tom, and Dale braved the weather to help with the delivery and keep an eye on the quantities. They deserve our thanks for freezing their rears off.

Personal board meeting notes

Personal board meeting notes from November 18, 2014. Look for the approved minutes in the Candlewick paper.

Light attendance again of 7. Not a real exciting meeting so no surprise. The miserable weather didn't help either.

Our Public Forum comments consisted of how close are we to finishing the rules & regs for voting (very close) and how close we are on the rental limits.

A service award will be presented to Rose Gracia for five years of service to your association.

AQUA reports all 2014 construction is finished. Plans for 2015 include a lift station upgrade, manhole rehabilitations, plant filter upgrades, and possible additional sewer lining. There are additional projects being contemplated to replace undersized mains in some cul-d-sacs.
Although I didn't attend the feedback I have been given indicates the turnout for the AQUA meeting was good and a lot of questions were answered.

The highlights from Maintenance are we have received 250 tons of salt and 200 tons of ice abrasive getting ready for the snow. The volleyball court has been removed from Savannah Oaks and the area filled with black dirt and seeded, Friendship Park bathhouse has been winterized, the pad for the new pump at Savannah Oaks has been poured, the thrusters are out of the dip, the piers are out, and enough other jobs to fill this page so I am stopping here.

Savannah Oaks reports the course is being winterized with all the irrigation system blown out, two applications of snow mold preventative applied, next spring's fertilizer shipment is now on hand, and equipment is being repaired as necessary and getting set for spring opening.

Lake Management reports the fish stocking is scheduled for November 19th, leaf collection went well with enough volunteers, and Jeff Lucas is going to modify the thruster cages plus they may be placed differently next spring.

Communications reports the Christmas display for Sinnissippi Park is coming along well. Residents are now automatically being sent e-blasts from the office, board meetings are now being recorded and posted on YouTube.

The board now has an architectural drawing of the new Rescue Squad building. It looks very good.

A set of rules for the new dog park have been established. It is extensive so I will post it here later after some changes are made to the document.

August 13 and 14 of next year Candlewick has the honor of being chosen to host the Community Associations Institute meeting/workshop. This is a good thing and will give additional exposure to our community.

I made the motion some time ago to table the video gaming at Savannah Oaks issue until December so we can see if our losses have been cut without resorting to gambling. We are meeting that goal so I would expect the motion to be made in the December meeting to kill the idea.

Your Finance Commission reports again we are looking very strong for the year to date. The standing at the end of October is Operating cash of $247,652.53, Operating investments of $634,444.28, Road investments of $359,522.47, Reserve investments $3,382,095.79. Total investments $4,376,062.54 and Total cash of $4,623,715.07.
We are currently under budgeted expense by $174,943.05 and over revenue budget $86,822.36, meaning we are “to the good” by $261,765.41 so far. Not too shabby! Remember though in the reserves numbers we have not spent any serious amount on roads for the past couple years due to the ridiculous quotes we were getting. The coming year we will be budgeting around $700,000 for road work so that will cut into reserves but you can see we still will be looking good. Hopefully with falling oil prices we will get much more acceptable bids this spring. Our roads need work now.
Finance also reports write-offs and adjustments in the amount of $2,686.37. We have budgeted for these expenses.

A resolution was passed to place an ad in the 100th anniversary issue of the Boone County Profile and Membership Directory in the amount of $895.00 to be paid from the Public Relations line item.

A resolution was passed to sign a three year lease with Harris Golf Cars Sales in the amount of $10,500 per year. These are the same twenty carts that are now here.

A resolution was passed to replace the motor on the pontoon boat. It was budgeted in the reserves to be replaced years ago and it is now at the point it is not cost efficient to repair. The replacement will cost $9,150 and of course will come from reserves so no affect on our operating budget. It will be a new 2011 Yamaha from Even Keel Marine in Rockford and carries a three year warranty.

The letter of resignation from Barb Appelhans as our photographer was accepted with regret. She has been our photographer for almost twenty years and has done an outstanding job.

Diana Peterson presented a letter defining a program known as R.S.V.P. (Retired Senior Volunteer Program) which is a method of those over 55 to submit volunteer hours to the government and possibly aid in obtaining grant work. She will be contacted to possibly give a more indepth presentation to some groups in Candlewick.


The issue of what some feel are unacceptable or offensive flags being allowed to be flown in Candlewick on private property was discussed. There was not much support shown for this issue and it was dropped. I personally think we can not start banning things like flags unless they are obviously offensive such as profanity, obscenities, and the like. This is too slippery a slope in my estimation. Almost everything including Christmas decorations are offensive to some. I was against it.

 I took a ride over and checked the area they drop the fish when stocking and I couldn't believe there is open water. Those lake management guys lead charmed lives. In front of my place the ice goes out hundreds of feet! Looks like the stocking will come off without a hitch Wednesday.

Rescue Calls
Public Safety responded to one (2) medical calls this past week. Both persons were transported to the hospital.
Wellness Checks
Public Safety responded to several well checks. Family or friends checking on one another. In both cases, everything was fine.
Vehicles in Ditches
Public Safety responded to at least three separate incidents of vehicles driving off the road and ending up in the ditch. These incidents were the result of our first substantial snow on Saturday. In each case, the vehicle had been driving too fast for the condition of the roadway. Thankfully there were no injuries. Please slow down during inclement weather. You may not think this can happen to you, but it could.
Damage to a Mailbox
Public Safety responded to one (1) case of damage to a mailbox. It is suspected the mailbox was run over by a vehicle.
Traffic Incidents
Public Safety responded to the intersection of CWD and Talladega for a hit and run accident. The victim of this incident did suffer an injury, but will be fine. The suspects departed the scene, but later returned. The BCSO had been summoned. Upon the suspects return, they were taken into custody. The BCSO investigation continues.
In another unrelated incident, a vehicle, while backing from a driveway, struck another vehicle which had been parked on the edge of the roadway. Reports were made for insurance purposes.

I heard this verse used in a sermon Sunday

Proverbs 11-11. This immediately resounded to me regarding the situation here in Candlewick. There are a few (and I will say it is a small, shrinking number) of those I call naysayers who in my opinion do not wish to see your community improve and progress. Their comments to others about our association serve only to lower perceptions of Candlewick outside our gates to the detriment of all, including themselves. Consider the bible verse below.

Ran into Karl Steiskal

 I was shopping at Pacemaker and ran into Karl. He wanted people to know how much our Public Safety department was appreciated when the Flames went to Diamond Jo's Casino. 
When they left Public Safety saw them off and when they returned in the dark Public Safety met them, helped them off the bus, and made sure everyone got off safely. Officer Matt and others were a big help. Some of us older folks (myself included) have bad knees and a helping hand is a good thing.

This year CWL residents are assisting 12 families, representing 55 individuals, to make their holidays more joyful. Residents are providing their CWL neighbors with the makings of a Christmas dinner complete with the turkey plus a couple of gifts for each child in the house aged 17 and younger.
If you would like to participate please go to the Recreation Center Activity Desk and sign-up to provide a frozen turkey, the makings of the balance of the dinner, or gift for a child. Currently there are 6 Dinners, 3 Turkeys, and 23 Gift Tags available.
Complete instructions will be provided to you and all items are to be brought to the Recreation Center Lakeview Room on Saturday, December 13th between 1:00pm and 3:00pm.

Sorry, I am not buying it

Senator Dave Syverson's Facebook response to the pounding he is getting on the tax extension issue.

The budget passed by Quinn and Democratic legislature in May was predicated on the tax staying in place for 12 months. I did not vote for that budget. I warned then over and over what would happen. I'm sorry that many of those critical now were so silent then. 
Most of this years budget spending has already occurred or is contractually obligated ( you can't cut what's been spent). To take tax off in January vs taking off at end of fiscal year in June will cause $2 billion in unpaid bills to occur.
Bills that will STILL have to paid but with interest, costing taxpayers even more. Anyone who says you can cut or reform budget in next 30 days to save the $2 billion by June is just being intellectually dishonest. I would ask any of them to be specific on the $2 billion they would be cut in next 30 days.
The tax needs to be reduced, government downsized, waste and fraud addressed, but done in a responsible way that is lasting and real.

Rescue Calls
Public Safety responded to one (1) medical call this past week. This person was transported to the hospital.
Domestic Disturbances
Public Safety responded to several family disputes during this past week. Public Safety was able to assist the BCSO in one and summoned the BCSO to another.
Open Doors on Vacant Houses
Public Safety responded to three separate incidents of doors found to have been open or unlocked on vacant houses with the CWL Community. In each case, the home was checked and the door secured. Please notify Public Safety if you find an open door and see something suspicious at an empty house.
Damage to Stop Signs
Public Safety responded to two (2) cases of damage to stop signs. The first sign was found to be defaced with spray paint. This was not gang related.
The second stop sign appeared to have been run over by a vehicle. The offending vehicle did leave the scene, failing to make a police report.
Vandalism
Public Safety responded to the 300 blk. of CWL for damage to the resident’s trash cans. It is suspected person(s) unknown had driven over the cans while they were empty and still at the street.
Missing Child
The BCSO, accompanied by the CWL Public Safety Department responded to a residence in the early morning hours for a missing child. The child was found in a small grove of trees within common ground, near the residence. The child was unharmed.

How could I forget?

When helping with the leaf drop-off all were treated by hot chocolate with whipped cream, home baked chocolate chip cookies, and coffee. 
everything was provided by Jim and Evelyn Brefeld. I know they wouldn't care if it was not mentioned but they deserve thanks.
The volunteers really did have a lot of fun talking, laughing, and even some wrestling in the leaves. One pick up truck came in with the back end heaped. When we started taking out the leaves a kid jumped out of the leaves to scare us. He was completely hidden so it was really a shock!

I will admit I had concerns we would not have enough volunteers to cover the leaf drop off. It is a labor intensive job getting the bags out of the cars into the dumpsters. As is always the case it seems, the volunteers came through big time. Approximately twenty people showed up to help and it went smooth as silk. We filled three and one half huge dumpsters so the residents really used the service. November 15th from nine until noon will be the next drop off and some volunteers at this one can not make the next one (myself included) so if you didn't come to help this time please do the 15th.
