Week Ending 12/29/2013
Rescue CallsPublic safety responded to the 100 block of Galahad for a report of a subject experiencing a diabetic reaction.  The subject was transported for treatment.
Public Safety responded to the 200 block of Briarcliff for a subject feeling ill.  The subject was transported for treatment.
Public Safety responded to the 100 block of Lamplighter Loop for a report of a subject who had passed out.  The subject refused transport for treatment.
Public Safety responded to the West gate for a subject who was having a possible heart attack.  The subject was transported for treatment.
Welfare CheckPublic Safety responded to the 600 block of Candlewick Dr. to check on the welfare of the resident when it was discovered that the garage door had been left open for a few days.  The Boone County Sheriff’s Office responded and found no occupants home.  The residence was subsequently secured by Public Safety.

ICE FISHING TOURNAMENT
January 4th at 7 am we will meet at Castaway Park. $15 per person and optional $5 each for big fish. A 10 panfish limit of Bluegill, Crappie or Perch. No Frozen fish will be weighed. The group will discuss future tournaments after weigh in. You do not need to be a CWA member to participate. Chuck Hart @ 815 520 1796 please pay in $10s and $5s so we divide the prize money.

Fishin' Friday... just off the roadbed


Some of us old timers remember Whiting Road ran right through the areas that is now our lake. The old road bed provides great fish cover. When fishing the bed you will need to be careful of snags like barbed wire and other remnants of the road but it is a hot spot especially in winter when you can sit right on top of it without drifting in a boat. The easiest access is from Castaway Park.
As you can see, the road bed is not the only place people were fishing Friday, they were all over the lake. I am told this has been a strong year for ice fishing so far.

Boys and girls at Grace Academy in Prosper, Tex., spent most of last Friday making homemade Christmas cards for bedridden veterans at the VA hospital in Dallas.
Fourth-grader Gracie Brown was especially proud of her card, hoping it would “make their day because their family might live far away, and they might not have somebody to celebrate Christmas with.”
“I’d like them to know they’ve not been forgotten and somebody wanted to say thank you,” Gracie told MyFoxDFW.com.
Gracie’s card read, “Merry Christmas. Thank you for your service.” It also included an American flag.
But the bedridden veterans at the VA hospital will never get to see Gracie’s card. Nor will they see the cards made by 51 other students. That’s because the Christmas cards violated VA policy.
"It really didn't occur to me there would be a problem with distributing Christmas cards," said Susan Chapman, a math teacher at the academy. She's married to a veteran and volunteers with the American Legion and other veterans' organizations.
On Monday morning the boys and girls were planning on hand delivering the cards to the wounded veterans. Chapman called the hospital to make final arrangements and that’s when she learned there was a problem.
"I told him my students made cards, we'd like to bring them down for the veterans," Chapman told the television station. "And he said, 'That's great. We're thrilled to have them, except the only thing is, we can't accept anything that says ‘Merry Christmas' or ‘God bless you' or any scriptural references because of all the red tape.'"
A VA official quoted the policy which is in the Veterans Health Administration handbook:
"In order to be respectful of our veterans' religious beliefs, all donated holiday cards are reviewed by a multi-disciplinary team of staff led by chaplaincy services and determined if they are appropriate (non-religious) to freely distribute to patients. We regret this process was not fully explained to this group and apologize for any misunderstanding."
Hiram Sasser, director of litigation for Liberty Institute, said it was a new low “even for the Scrooges and Grinches at the VA.”
“Targeting the benevolent work of little children for censorship is disgusting,” Sasser told me. “Do the Grinches in the administration of the VA really believe our bravest warriors need protection from the heartfelt well wishes of small children saying Merry Christmas?”
Andrea Brown, Gracie’s mom, was dumbfounded by the news.
“This wasn’t the country I grew up in, when you couldn’t say ‘Merry Christmas,’ you couldn’t say ‘God bless you’ or reference any scripture,” she told MyFoxDFW.com.
She told the television station the boys and girls were heartbroken that the military personnel would not be able to receive their cards.
"They couldn't believe the people that these people they wanted to honor weren't going to get the chance to see what they had done," she said.
The cards will not be thrown away -- they are being shipped to Brook Army Medical Center in San Antonio and to a private facility for veterans in Louisiana.
Sasser said at some point, “does the VA have no shame?”
“Mr. Potter from ‘It’s a Wonderful Life’ wouldn’t even ban little children from wishing our veterans Merry Christmas,” Sasser said.

A few thoughts on concealed carry

Last week I completed the Illinois course for concealed carry so I will upon receiving my cards be able to carry in something like 36 states since I will also have my Utah card, which is recognized in most states. Let me tell you a little about the class in case you decide to do the same.
It is sixteen hours of mostly boring repetitious and unnecessary information. The class could easily be taught in three hours but Illinois mandates sixteen hours for the vast majority of enrollees so that it is. Some of it is necessary, like the laws regarding your rights, responsibilities, and liabilities as well as where and when to carry, how to store your weapon, etc. You will be taught the different methods in which to carry your weapon as well as how to draw efficiently and quickly. The course terminates with qualifying on a range by hitting a target at three different distances with an accuracy rate of 70% out of thirty rounds fired.
During the class we were taught a small caliber pistol is not as effective in stopping an attack as a larger caliber weapon. This makes sense due to the increased shock from the larger diameter bullet.
Something I found very interesting when on the range was the lack of accuracy of most of the larger caliber weapons being fired. The participants were shooting everything from .45s to .22s. I shot a .22 to qualify. For the most part the large weapons did not have nearly the accuracy of the smaller. It could be the natural reaction of the shooter anticipating the kick from the discharge or the weight of the gun but to me it was obvious. The large guns generally were also much slower to fire repeat rounds due to the time to recover to firing position from the kick. My .22 grouped much better and was much more accurate and fast to regain alignment after the shot. Regardless of the stopping power I believe my little .25 caliber will work just fine as a carry weapon and I doubt I will ever need it anyway.
My personal feeling is I would rather have accuracy and place three or four rounds in the desired point quickly to stop an attack rather than one massive blast hoping to hit the right area. My opinion only.
Another interesting point was made by the instructor. Almost without exception when someone is trying to defend themselves they will miss the first shot simply due to nerves. That surprised me but I guess it makes sense.
If you don't mind paying $250.00 for the class plus the Illinois card fee and the Utah card fee have at it. Some day you may be in an unfamiliar bad area away from home and you will be glad you are ready.

 During our open forum at the last board meeting not one Naysayer got up ranting about some perceived problem. I mean this sincerely, my compliments to you. If this is your new method to point out things you feel need corrected without just ranting on for recognition I salute you and I hope this is a turning point. I have no doubt you have some points that need addressing and that is why we have the open forum.

Changes due to Christmas

West Gate Hours Changed for Christmas Day


To accommodate guests coming into Candlewick Lake for the Christmas Holiday, the West Gate will open at 10:00 AM on Wednesday, December 25th.

Hours will return to the normal schedule on Thursday, December 26th (2:00 PM to 8:00 PM).



GARBAGE PICK-UP

Garbage pick-up will be on Friday, December 27th instead of Thursday.

Personal board meeting notes from 12-17-2013



The meeting as has become the norm had very light attendance, with 12 attendees dropping to six by the end of the meeting. Open forum had no comments from attendees so we moved right on to the meeting proper.
The finance commission reports our current financial position is strong with operating cash at $408,930, operating investments of $429,138, road reserves $364,543, and replacement reserves at $2,681,494. The total funds balance is $3,915,897 so we are looking good. Add to that the fact we are actually to the good so far this year by $35,000 compared to budget. We are running well.
Write-offs and accounting adjustments for the month total $332.30
The ECC reports little action this time of year with one meeting canceled due to lack of permit requests.
Lake Management reported cinder blocks are being purchased to anchor additional fish structure that will be placed in position this winter. Bill Martin has been approved as a commission member.
Rec Commission reports under consideration for spring/summer programs are soccer as well as baseball/softball for youth and adults. Many additional programs are ongoing as well. The Rec Commission is changing their meeting to the fourth Thursday of the month going forward. They would like a contest to re-name the multi-purpose room so it has an actual name. I am personally sorry to report Rich Witt has resigned from the commission. He will be a loss. He is however joining the Citiation Review commission so his talents will still be utilized.
The Events Commission is still looking for a parade coordinator for the Fourth of July Parade. Everyone was in agreement Pam and Joe Cangelosi should be Grand Marshalls of the parade to recognize the huge amount of work they have done in the past organizing the parades. There are plans for Valentine Day Bingo February eighth. Many more events are in the planning stage for later and I will post those here as time approaches.
Our legal council suggests we continue to table the sewer discharge fine resolution until we are sure of our course. (I completely agree with this action)
The board once again discussed the issue of two additional guest amenity passes for those owning an extra non-adjoined lot. After a long discussion it was decided in order to be fair to those who own homes with only one resident there will be but one pass issued to those with non-adjoined extra lots. The reso passed with that provision.
The board discussed the resolution regarding motorized vehicles on the frozen lake. I will post that resolution soon to avoid taking more space in this post. This reso was not passed at this point and went back to commission for further clarification.
The Capron Rescue Squad wishes to lease land from us in order to construct a rescue squad station near our maintenance department. On the surface this sounds great but there are a lot of facets to this arrangement that need to be hammered out. In general I would love to see them here for the shorter response time for our residents if it can be worked out.
The next set of resolutions get a little complicated but they all tie together. Most of you know we are going to an outside service for our internet technology services. Due to that we have had to purchase some new equipment to make everything run smoothly. We are purchasing a new server and with installation the cost will be $11,701. This will come from replacement reserves. Also from reserves will be a Sonic Wall Band Bundler at a cost of $1.766. ( I know, it is Greek to me also). We are contracting with TBC for net management and maintenance at $1,300 per month.
We contracted with auditors for a three year contract as our fiduciary responsibility. Auditors are changed approximately every three years to keep new eyes on your funds, avoiding any missed irregularities.
There was a first reading of a revised snow route policy. I will post that here in the next couple days to save space in this post. This will not be voted up or down until the January meeting.
The board voted to allow the CWL Cub Scout Pack #77 to use the gym for their Blue and Gold Banquet February 22, 2014.
We have had a 1993 International plow truck for sale that has been replaced and we received a bid of $13,500 on our $15,000 listing so it was accepted and that cash will go into reserves as a partial offset to the replacement purchase.
That's it for this month except for an executive session to discuss litigation and personnel, which I obviously can not cover here.
This was a long meeting, not ending until well after ten p.m. But things were accomplished so it was worth it.

So...what is a Naysayer?


I will tell you my definition. When I see someone who constantly complains about pretty much everything and does so at every opportunity I consider them a Naysayer. There are only a handful of people who in my opinion fall into that category and they stand out like a sore thumb. There is nothing at all wrong with disagreeing with the way something is handled but to decide nothing is good or right is counterproductive and self serving. Personally I have reached the point of tuning out their comments. That is too bad because occasionally they may make a good point, but remember "Chicken Little"? Same problem. Many things here are wonderful and not seeing that says something about a person.

Am I going to run?


Many people have asked me so I guess it is time to let you know. If someone turns in a resume and I know that person has been working for the betterment of Candlewick through involvement in committee or commission work and I know them personally I will not run against them. If all I see running are strangers to me or people I know to be those I refer to as “Naysayers” I will run. Simple as that.

Should I run I of course have no idea if I would be re-elected but property owners should have a choice of candidates with differing slants on the way Candlewick should be managed. I want to maintain our policies and momentum.

Tuesday night Board meeting agenda




Just a reminder of the clinic

The Candlewick Anglers will be hosting an ice fishing clinic from ten a.m. until noon in the rec center Saturday, December 21st. The Anglers are a group of dedicated folks who have as their only purpose teaching the art of fishing to not only kids but anyone who does not yet know the thrill of hauling in a big one. Join them and see what it is all about. Bring your kids so they learn with you. When kids are fishing they are participating in something that gives them a sense of accomplishment as well as giving them something positive to think about.
