Another road delay but not much can be done. This will be Monday... I hope!

Road Update
Due to the weather, the road work has been postponed today. It has been rescheduled for Monday, October 3rd. The roadwork will start at 9:00 AM. The following roads will be done on Monday:

Talladega (from Candlewick Drive to New Forest)
Rochester (100 – 218)
Lamplighter Loop (100 – Galahad Court)

We are sorry for the inconvenience. The micro surface material cannot be applied in this rainy weather.

WEEKLY REPORT
Week Ending 9-26-2016
Rescue Calls
Public Safety responded to five (5) medical calls this past week. Three (3) subjects were transported to the hospital.

Gate Strike
Public Safety responded to the West Gate, for an apparent 
gate strike. Officers spoke with a school bus driver at the gate who stated the gate arm did not strike his school bus, but had failed to operate properly. It was determined subsequent to viewing the video from the West Gate, the gate arm had malfunctioned. Maintenance came out promptly and made the repair.

Vandalism
Public Safety responded to the 200
blk. of Gables for damage to mailboxes.

Noise Complaint
Public Safety responded to one (1) noise complaint in the 200 blk. of Talladega Dr. Upon returning to this call a second time, the BCSO had already responded. The noise had ended after the first warning.

Barking / Loose Dog Calls
Public Safety responded to one (1) loose dog call this past week. A warning was issued.

Lake Patrol
Lake Patrol had 
very slow week. The season is winding down.

So few know of this disease. I now know of it first hand.

This is the disease my intelligent, successful, religious son developed out of nowhere. He is currently 48 years of age. The family had never heard of this prior to it rearing it's ugly head. There is no treatment or cure. Only prayer for those afflicted. Prayers are always welcome.

What the heck is that thing?




Darned if I know, but Fran and I got away for a couple days last week and this greeted us in Hayward. A long lost relative?

Another thing I want to touch on. My wife at 71 amazes me. She is a "health nut" in a way, eating right and getting plenty of exercise. 
When in the motel room I was sitting at the desk and she tried to get around me to a chair in the corner. I was grunting trying to move the chair. She said "never mind", backed up to the bed, threw herself on it on her back, raised her legs, and flipped over to the other side. Here I am limping around with a bad knee and she is like in her 20s. Life is not fair!

Saturday was one of our Caledonia Road clean up days. It is a board responsibility and for just the board it can be quite a job. I was not surprised to see quite a few fine people show up to help us out. It took an hour or less with all the help and the roadway now looks great. Thank you to everyone who helped. Saturday the 24th we will be cleaning up Caledonia Road for the second time this year. This is not a big job if volunteers show up to help.
Meet at the West gate at 9 a.m. Saturday morning. We will have the bags and a few pick-up tools but if you have your tools you might be smart to bring them in case we run out. I know I am bringing mine.

I thought these two states, made for an interesting contrast. The first part about Illinois and the second part is about Oklahoma!

PART 1 -
Illinois

"A State with No Republicans"!

Some interesting data on the 'state' of, the State of Illinois ... There are more people on welfare in Illinois than there are people working. Chicago pays the highest wages to teachers than anywhere else in the U.S. Their average pay is $110,000/year. Their pensions average 80-90% of their income. Wow, are Illinois and Chicago great or what? Be sure to read till the end. I've never heard it explained better. Perhaps the U.S. should pull out of Chicago ?

Body count:In the last six months, 292 killed ( murdered ) in Chicago . 221 killed in Iraq ; AND Chicago has one of the strictest gun laws in the entire US.

Let us get ALL the facts out while we are at it:

Chicago school system rated one of the worst in the country. Can't blame Republicans; there aren't any.
State pension fund $78 Billion in debt, worst in country. Can't blame Republicans; there aren't any!

Cook County ( Chicago ) sales tax 10.25% highest in country. Can't blame Republicans; there aren't any!

This is the political culture that Obama comes from in Illinois . And he is going to 'fix' Washington politics for us?

George Ryan is no longer Governor, he is in prison. He was replaced by Rob Blagojevich who is, by the way, also in prison.

And Representative Jesse Jackson Jr. resigned and, that's right, he and his wife are both in prison.

The Land of Lincoln , where our Governors and Representatives make our license plates. What?
As long as they keep providing entitlements to the population of Chicago , nothing is going to change, except the state will go bankrupt before the country does.

"Anybody who thinks he can be happy and prosperous by letting the Government take care of him better take a closer look at the American Indian."

Don't forget Detroit , another great example of a Democratic empire.
With all the bad news, there is hope, so let's go to:

PART 2- Oklahoma

OKLAHOMA- may soon have plenty of new residents!

THIS IS REALLY INTERESTING, AND TRUE... PLEASE READ IT!

Oklahoma is the only state that Obama did not win even one county in the last election...
While everyone is focusing on Arizona 's new law, look what Oklahoma has been doing!!!

An update from Oklahoma :
Oklahoma law passed, 37 to 9 an amendment to place the Ten Commandments on the front entrance to the state capitol. The feds in D.C., along with the ACLU, said it would be a mistake. Hey this is a conservative state, based on Christian values... HB 1330

Guess what... Oklahoma did it anyway.

Oklahoma recently passed a law in the state to incarcerate all illegal immigrants and ship them back to where they came from unless they want to get a green card and become an American citizen. They all scattered. HB1804. This was against the advice of the Federal Government, and the ACLU, they said it would be a mistake.

Guess what.... Oklahoma did it anyway.
Recently we passed a law to include DNA samples from any and all illegal's to the Oklahoma database, for criminal investigative purposes. Pelosi said it was unconstitutional SB1102.

Guess what... Oklahoma did it anyway.

Several weeks ago, Oklahoma passed a law, declaring Oklahoma as a Sovereign state, not under the Federal Government directives. Joining, Texas , Montana and Utah as the only states to do so.

More states are likely to follow: Louisiana, Alabama, Georgia, the Carolinas, Kentucky, Missouri, Arkansas, West Virginia, Mississippi and Florida. Save your confederate money, it appears the South is about to rise up once again. HJR 1003

The federal Government has made bold steps to take away our guns. Oklahoma, a week ago, passed a law confirming people in this state have the right to bear arms and transport them in their vehicles. I'm sure that was a setback for the criminals The Liberals didn't like it- -

But... Guess what.... Oklahoma did it anyway.

Just this month, the state has voted and passed a law that ALL drivers' license exams will be printed in English and only English and no other language. They have been called racist for doing this, but the fact is that ALL of the road signs are in English only. If you want to drive in Oklahoma , you must read and write English. Really simple.

By the way, the Liberals don't like any of this either. Guess what... who cares... Oklahoma is doing it anyway.

Personal Board meeting notes

Open forum for property owners featured Paul Sanders again complaining about our mowing and Bruce Buck with suggestions about our semi-annual garage sales.



The AQUA update included Colton Janes explaining AQUA management did not feel the communication about the recent well problem was adequately handled and there will be a new representative of the company at every board meeting keeping the residents up to date on plans and the status of ongoing projects. Communications will be a priority going forward.



There were two employee appreciation awards. Valerie Alt, our head of the Building Department, has been with us 20 years. Roland Wood, our Chief of Public Safety has reached the five year mark. Congratulations and thank you to both!



Finance Commission reports bad debt write offs in the amount of $80,491.97. These were almost completely for lots owned by the county and they refuse to pay dues. Provisions were made in our budgeting process to offset these type write offs. Accounting adjustments total $70.00.
Our standing at the end of August is Operating Cash of $1,227,476.76, Operating Investments of $649,383.67, Reserve Investments $3,794,512.94. Total Investments $4,443,896.61 and Total Cash of $5,671,373.37.
We are currently under budgeted expense by $27,409.13 and over revenue budget $39,287.79, meaning we are to the goodby $66,696.96 fiscal year to date.



Lake Management reports a plan will be developed for next year using more spraying as needed for weed control along with skimmer usage. This year with substantial scaling back of spraying weeds just took over due to lake clarity. Fish shocking and stocking are scheduled for October. Leaf collections are scheduled for November 5 and 12. There is normally a good turnout of volunteers and hopefully this year there will be the same. This is a major service to candlewick residents.



Events reports their September meeting was cancelled.



The Rec Commission mentions Preschool started September 7th with ten children attending M.,W., and Friday. After school is averaging 18 to 22 per day. Dancing has started.
Another community meeting will be planned when the Outpost plans are completed. The architect is working on them now.
The baby pool is still leaking. The plan is to scope the lines and see where lies the problem.



The Golf Commission tells us prices are being researched for driving range cages, some patio furniture needs repair, cart path asphalt would cost $30,000 per year if done in 3 sections, prices are being checked for a 20' by 20' tent. These will be "wish list" items for budget consideration.
Surveys will be taken to find which weekend days are preferred for tournaments and if nine or eighteen hole tournaments are preferred.



Savannah Oaks reports the course still looks good and plays well. Aeration is planned for the week of September 26th.



Savannah Oaks clubhouse reports Vino Van Gogh went well with 28 painters, Pub Trivia drew 32 in September, Labor Day tournament on Sept 3 only drew ten players. Glo Go run is September 24th, 50/50 raffle and a D.J. are planned for September 24th, October 1 is the next Pub Trivia, October 8th is the End of the Season Tournament, and October 29th will be the Halloween Party at 8 p.m. with a D.J.
Savannah Oaks as a whole is behind last year. Revenues are up but unfortunately expenses are up substantially more than revenue so we are behind last year by $6,633.



Discussion was to be held regarding a possible AQUA commission but with only five board members it was tabled for the full board.



The Roads commission reports our road project for the year is pretty much wrapping up now with the new overlay and shouldering about done. Micro-sealing starts in the next week or so. Small areas will need patching prior to that. Thank you for your understanding of the necessary inconvenience as this progressed. On a personal note, this road project was in my mind one of the best in memory. The commission really took an active part in overseeing the project and it turned out well. They deserve our thanks. Our maintenance department handled the shouldering, which saved us some real money.



Resolutions were passed to purchase a new card access control system for the Rec Center since the old one failed and another was passed covering the additional road repairs.



The new, more detailed, mowing policy was passed. I will post that revised policy here this week.



The Caledonia Road clean up was set for September 24th at 9 a.m. We will meet at the West gate. Anyone with an extra hour or so would be very much appreciated to help us old guys like me! Those ditches just seem to keep getting deeper as I get older.

FOX NEWS reports stonewalling of report

Federal lawmakers seeking to pinpoint the number of illegal immigrants who successfully sneak across the southern border ordered up a report from the Department of Homeland Security, but the agency refuses to release it and instead cites a misleading statistic that overstates the number who are nabbed, sources told Fox News.
DHS denied it is holding back the report, but sources say it was completed and that it shows roughly half of adults who attempt to cross the border make it - approximately 250,000 in total.
But that number is at odds with DHS’ official estimates. The agency claims authorities catch 80 percent of adults trying to sneak in, but critics say the figure is padded to make it appear border security is more effective than it really is.
"The Obama administration knows that the number of illegal aliens successfully getting across the Mexican border is 158 percent higher than they are telling people," said John Lott, president of the Crime Prevention Research Center, who is familiar with the report. "The administration has made fraudulent changes in the numbers to hide this."  
If released by the Obama administration, the true numbers could have major implications in the current presidential race, in which illegal immigration and border security have become a key issue, say observers.
One source familiar with the report told Fox News that DHS is suppressing the report for "political reasons . . . because it would 'look bad' and 'help elect Donald Trump.”
Republican lawmakers are furious that the report they ordered is not being released.
“It erodes the trust as to whether the administration is being honest with the American people about what the threat is,” said Rep. Martha McSally, R-Ariz., who serves on the Committee on Homeland Security and chairs the Border and Maritime Security Subcommittee. “This should not be a partisan issue. Democrats, Independents and Republicans in my community want to make sure that border communities are safe.”
The report was requested by the House and Senate Appropriations Committees as part of the Fiscal 2016 Omnibus Bill, but has been shrouded in secrecy. Viewed by a select few in key administration figures, critics say it is being withheld because of its explosive findings, which could potentially benefit GOP nominee Donald Trump. FoxNews.com requested a copy from both DHS and the White House, but was told the report is not yet finished, an assertion disputed by sources familiar with the process.

Savin' 'O' the green!



Nope, not Saint Patrick's Day but our maintenance guys along with the Roads Commission are saving us some big bucks. The shouldering is being done "in house" and it looks darn good. I took these pictures Tuesday afternoon as they were working their way along Candlewick Drive below the dam. You can see one shot is yet to be compacted and the other has been compacted and looks great. This year it is being done right!

Lake Patrol, they saved me!

Anyone doubting the Lake Patrol is for more than handling lake offenses needs to see this. I know I am not alone in this experience.
I was quite sure I had enough gas in my boat and in fact I was worried about ending the year with too much gas in the tank. That was until Fran and I were close to the Rec Center Sunday afternoon and the motor died. Thank the Lord for Joe and George, who towed us to our pier all the way across the lake. I know I will hear about this forever but seriously, I would have been up a creek without you guys!

Real Estate tax bill


Mine came Saturday, I would assume so people could cool off before they can reach the assessor Monday morning. My assessed valuation went up 9.31% and I have made no improvements to our home since the last time! This means our tax bill will also go up by about the same percentage.
 We on the board are always doing all we can to improve property values but times like these I feel like what the heck, lets have refrigerators on the porches and people living in tents in the driveways. Irritation doesn't cover it.
 Remember when the tax caps were going to be the solution to these oversized tax increases. Well, we can all see it is in the wording of the law. It was meaningless, simply designed to calm the huddled masses as usual.

This will take some time to get used to

Boone County has decided there needs to be a four way stop at the corner of Caledonia Road and Dawson Lake Road. As long as I can remember this has been set with stop signs on Dawson Lake Road only. The signs are expected to be installed by the end of September.
These signs are needed. Too many wrecks at that intersection. I am not going to trust drivers to stop until those signs have been in place for some time. As creatures of habit, those driving Caledonia Road daily will go through as usual unless there is a heck of an obvious warning prior to the sign. Be careful out there!

As Andy Rooney used to say... "Did you ever wonder....."

 This week I bought a newer car and of course the cost for insurance went up accordingly. My old vehicle with 130,000 miles on the odometer was worth probably $5,000 or so. This being the case, why did the cost for insuring my old vehicle not drop as it depreciated? The insurance went up based upon the new value so why not the reverse? The insurance company will not pay more than the value of the vehicle if wrecked. Makes no sense to me. Then again, a lot of things don't any more.

The lake tested fine so the beach is back open, although the season is quickly coming to a close. The beach will be closed for the year when the fall temperatures set in, probably in a couple weeks. Enjoy it while you can!

Road construction update

The Road Construction paving is scheduled Tuesday, September 6th. The asphalt overlay project includes Candlewick Drive from the speed hump at Oak Tree Park to Briar Cliff, Richard Court to Dawson Lake Road and an area on Chatham Court. Please expect delays during construction. The asphalt overlay is scheduled forTuesday, September 6, 2016. The South Gate will be closed on Tuesday, September 6,2016 from 6:00 A.M. until that section of pavement has been completed, approximately9:00 A.M. Please use an alternate route. Expect delays on Candlewick Drive during this construction. Please follow traffic controller’s directions.
