Personal board meeting notes of May 19,2015

Meeting convened at 6:30 with attendance of approximately 10

AQUA and other utilities are promoting a bill in the Senate that would cost each of us more without a hearing. There will be information about this in our next Candlewick Paper and we are asked to contact our politicians to stop this from passing. I am not going to go into this lengthy process here.
They also indicate they are planning on a major upgrade to the lift station by their plant below the dam to better handle major rain events. There may be some traffic problems during construction which should be in the fall.

Your general Manager reports even though the new pool pump was ordered weeks ahead there has been a shipping delay and other sources can not supply the pump at this time. Maintenance is attempting to get the pool up and running but lacking the pump we may not be open for the Memorial Day week end. At this point we just do not know. It appears it will be a cool week end so this may not be a big problem but it was scheduled to open for the holiday. All possible is being done to accomplish that.

The Finance Commission had no meeting this month due to the yearly audit in progress. Each year Candlewick goes through a complete financial audit and every few years changes auditing firms for fresh eyes to be sure all is as stated. Regular meetings will start again next month. Finance reports write offs totaling $5,884.54 and accounting adjustments of $413.40.

Savannah Oaks reports the new system of pumping from the sediment pond rather than the well is ready to roll. The course work is going well. Spot spraying of weeds and dandilions is ongoing and more complete spraying will proceed when rains stop.
The clubhouse reports May 23 is a bags tournament, the 24th is the Memorial Day golf tournament, June 10 Youth Golf League begins, June 20 is Pub Trivia, June 21 is Father's Day Golf outing, and June 27th is ladies Night.

The Golf Commission is coming into it's own with a good turn out for the meeting. Volunteers are on board to help with placement of out-of-bounds markers, the tournament on the 24th, some will help run the youth league, and attempts are being made to continue a couples league and start a women's league. The commission also requested the board authorize a fence around the pump to the pump house.

Lake Management reports egg addling is complete for the year, the Kid's Fishing Tournament will be June 21st from 8:30 a.m. To 10:30 a.m. There has been extensive spraying of the algae. This year it has really bloomed due to the very clear water. Surface and subsurface spraying is taking place. The thrusters are working in the dip and installation should be soon in Fisherman's Cove.
The volunteers planting the bioswales have been working their rears off. I hope everyone recognized the number of back breaking hours these folks have put in working to make our lake all it can be. Volunteers are the backbone of Candlewick and are often unsung heroes.

The Events Commission reports the 4th of July celebration and parade is set to go. The parade will be at 11 a.m. And the band starts at 6 p.m. Fireworks are of course at late dusk.

The Rec Commission requests the Outpost be rebuilt as a standard building or have it remodeled and repaired rather than replacing it with an open air facility. A park walk about was held with many suggestion of needed repairs and upkeep. T-ball is scheduled to start in June, PickleBall is to be started May 14th at 1 p.m. For anyone wanting to learn what is said to be a very enjoyable and growing game.

Communications asks for a budget to market Candlewick in Chicago Papers. A lot of people are joining the Candlewick Website, a booth is being considered with electricity at the Boone County fair to promote Candlewick, the Chamber Golf Outing is canceled for 2015. Items for the June paper were discussed.

There has been contact from some property owners about how steep and difficult the ditches are to mow on a section of Constitution. The ditches were set as they are about fifteen years ago during the complete road rebuilding for drainage purposes and there are several areas that have the same problem. We can not change the drainage and can not fix all the steep ditches in Candlewick. The P.O.s can prepare plans and bring them to the ECC for approval but nothing can change regarding water flow and the work would be at their expense.

William Charles plans to start our road construction project June 20th. They understand our roads need to be open and usable the weekend of the fourth of July and they agree to cooperatively work with the Capron Rescue Squad regarding their building that will be under construction at the same time.

Ground has been broken for the new Capron Rescue Squad facility back by maintenance. There was to be a ground breaking ceremony but to date none has been set by the rescue squad. I am glad to see the building start to rise.

The Dandy Donuts Lakeside Cafe is expecting to have a soft opening June 10th if all goes well then a grand opening starting June 17th. They have made some major changes to the facility so stop in to see it and try some of the menu. Watch for special coupons in the Candlewick Paper.

The question has been asked in a situation of a corporation owning rental homes who can use the amenities. It was decided to deny then request.

The Inspections and Compliance policy had the second reading and passed with a unanimous vote. This is the policy that puts in policy form the right already granted for admittance to lots to check for things like unregistered vehicles. It also lowers the number of warnings for violations from three to one before a citation is issued. The association may at it's discretion after the citation remedy the problem and charge the P.O. for the work necessary to remediate.

Coley's Coolers requested to be allowed to continue to operate in Candlewick again as they have been in past years. Granted. This is the ice cream truck you see and hear going around Candlewick. Kind of a blast from the past in kinder times.

The property rental cap resolution that had been passed at the last meeting had some verbiage in it regarding fines for unregistered rental homes that could be misinterpreted so an additional clarification was passed.

There has been discussion in the past about getting rid of the Outpost, which is on it's last leg, and repairing or replacing it. It was decided to have three board members and a our rec center director put together a proposal and present it to the board for consideration This is a replacement reserves account item.

A resolution was passed replacing a Public Safety vehicle that has ended it's useful life. Funding is in the replacement reserves.

A Jockey Pump had to be replaced in the Rec Center at a cost of a little over a thousand dollars. It's malfunction was the reason for the false fire alarms of late.
