I went into the confessional box after years of being away from the Church.
Inside I found a fully equipped bar with Guinness on tap.

On one wall, there was a row of decanters with fine Irish whiskey and Waterford crystal glasses.

On the other wall was a dazzling array of the finest cigars and chocolates.

Then the priest came in.

I said to him,

"Father, forgive  me, for it's been a very long time since I've been to confession,

Here we go again! It is beggin' time...

 It is that time of year again. You should have received your election ballot as well as a proxy for the annual meeting. We need a combination totaling 467 members either in attendance or having turned in proxies. Without the 467 we can not conduct the meeting, meaning the new board members can not be sworn in and we must mail out proxies again, costing you about $2,500.00. That is a waste of your dues so please take the little time to fill out the proxy and drop it at the office or in the mail. We need your help as we do each year.

Candlewick Anglers at it again!

I don't think many realize all the work the Anglers actually do. They not only love to fish our lake but they have tournaments, teach others about fishing, and supply the manpower for projects like the one pictured. 
These tree branches have a couple purposes. When the weighted branches sink they give cover for the smaller fish to avoid the predators but they also are great fishing spots because the large predators lurk around them waiting for bait fish to venture out plus as cover for the larger fish.

Just so you know


As AQUA moves the lift station below the dam you will see some pumping. This is not going into the environment. It is simply bypassing the station during the construction phase. All is well.

larger area, allowing training on our lake. Should an
actual water or ice emergency happen it could very well be here on the largest lake in Boone County.

Board meeting notes... February 16, 2016



The AQUA update... Joel (from Aqua) indicates relocation of the lift station is progressing ahead of schedule and this week roads will be effected by the work. The relocation is expected to be completed before possible heavy spring rains for better containment.

Finance Commission reports write offs in the amount of $102.44. Accounting adjustments $854.41.
Our standing at the end of January is Operating cash of $772,225.78, Operating investments of $439,312.17, Reserve investments $3,525,960.64. Total investments $3,965,272.81 and Total cash of $4,737,498.59
We are currently under budgeted expense by $283,402.11 and over revenue budget $35,733.78, meaning we are “to the good” by $319,135.89 fiscal year to date.

Lake Management reports more fish structure is being added this week, there will be a walk of the creek leading into the dip March 3 at 3:30. Spring algae will be monitered. Five year boat inspections are being considered.

Events reports March 19 will be the Spring Craft fair. Lunch with the Easter Bunny is planned for March 12 at 11 a.m.

The Recreation Commission would like to have a town hall to discuss outpost plans and get input. Two trees are to be purchased for the dog park with existing remaining budgeted funds. Polar Plunge is planned for April 1, Glo-Go run is planned for September 24. Back yard bird feeding classes are planned for Thursday March 31 and Sunday April 3.

The Roads Commission is starting up and a charter for the commission was passed. Meetings will start soon.

Your Maintenance Department besides their normal duties have replaced toilet, vanity, faucet, and floor in the East gatehouse, repainted signs for parks and information (they look great), worked on the pool repair plan, installed a footrail in the Savanah Oaks clubhouse, and of course salting and plowing.

Outpost replacement update, There is one architect so far and bids are being taken by others. There is to be a general meeting March 6th with residents to present how far planning has come for the new Outpost and get ideas form the attendees.

Your board discussed having a Town Hall meeting to for general input from residents when the new board memers ares seated. Date to be announced.

The office is having an Agreement for Deed presented occasionally. A new attorney generated procedure was read setting the perameters of what is considered necesssary to allow those properties not to be considered rental property. The rule passed.

The board set a special meeting date of Monday, March 7th at 6 p.m. For a short meeting to pass the 2016/2017 budget.

AQUA ahead of the game on lift station move

AQUA is way ahead of schedule on the relocation of the lift station below the dam due to the warm winter. It appears they will be able to start some of the final preparations next Monday. The sooner the better. They want this completed prior to possible heavy spring rains.
There will be some disruption of road lanes but it will be well signed and should not last more than one week. After the road work is finished the surface will be temporary due to the time of year but it will be kept in good repair by AQUA until the final surface is placed.

Budget hearing is over

 Those attending could be counted on less than two hands excluding board members. I feel free now to announce the dues increase for next year will be $5.00. That is not per month, that is total and I am very proud your management and board have been able to once again minimize the financial impact on your families. The increase is less than one half of one percent.

How are these not alike?

 I went to the dentist across Hiway 76 a couple years ago because a crown had a hole in it. When it was finished I was in for about $5,000.00. The practice was taken over by Riverside Dental so I decided to try again since I had a crown come off during our last board meeting of all times. I set the appointment telling them all I wanted was the crown replaced on the tooth. They are very nice people, as were their predecessors. The appointment was set and I came in to have the crown set back in place. I was told to get in the chair for exam and x-rays. I told them all I wanted to have was the crown put back, no other dental work. They refused without the exam and X-rays so I left. I was in no pain anyway so I planned to go elsewhere.
 Think about this. Let's say you set an appointment for an oil change. You arrive and are told you can only have an oil change after they connect your motor to the diagnostic machine and charge for that to be sure the engine is in good shape. Laughable, right? What the heck is going on with these people? You would never go for the second example but the first is accepted practice?  I don't get it....

Oil price now killing the rail car induistry

 
In 2012, Plains All American bought a shuttered Virginia refinery for $300 million to use as a terminal and storage hub, betting that East Coast refiners would need to look beyond their own rail yards to satisfy their thirst for cut-price inland crude in coming years.
Instead, shale production from North Dakota has been shrinking and those refiners have resumed buying imported crude. The 140,000 barrel-per-day rail terminal at Yorktown, Virginia has been sitting idle, according to two sources familiar with its operations.
The most recent weekly report from energy industry intelligence service Genscape reported no traffic at the facility, which the sources said was expected to remain dormant through next month. Refiners have been booking an armada of vessels to carry North Sea and West African crude to U.S. shores, the biggest import binge in years that will all but displace Bakken shale.
Spot shipments of crude by rail have all but vanished. Rail car lease rates have slumped to half what they were a year ago and oil-by-rail traffic has dropped 17 percent in the first few weeks of 2016, according to the latest data from the Association of American Railroads.
 Current monthly lease rates for the newest, safest tank cars have slid to roughly $700 from $1,300 early last year and as high as $2,450 in 2014, according to Tom Williamson, owner of Transportation Consultants.
The older model tank cars, Williamson said, are going for as low as $300 a month. At those prices, the lease payments are not enough to cover the cost of building the cars, Williamson said.

Keep your eyes open

 Let's all help Public Safety catch these kids (assumed) who have decided it is fine to spray paint faces and such on our buildings and signs. If we get them now it may stop future worse problems as the kids grow up. We are spending your money to clean this up so it is in all our best interests to take care of this. Chad and Matt hard at work

 A little over a week ago Matt and Chad decided it was time for a skating rink for Candlewick kids to enjoy so these guys from our Maintenance Department shoveled an area 100 by 150 feet clear of snow. This is located near the boat launch by the Rec Center. 
 One more reason Candlewick is a great place to live. Have fun kids!
