LETTER OF INTENT FOR PROPERTY/STRUCTURE ON MAINTENANCE DRIVE


The following Letter of Intent is submitted for review and approval:

1. Candlewick Lake agrees to the lease of a parcel of property located on Maintenance Dr.

a. Candlewick Lake agrees to lease this property to the Capron Rescue Squad for a period of 50 years for a cost of $1.00 per year. After 50 years, Capron Rescue Squad shall renew lease, and if not renewed, the property and building will revert to the ownership of the Candlewick Lake Association.

b. Capron Rescue Squad agrees as a condition of the lease to use the property for the sole purpose of housing an ambulance and crew.

c. Capron Rescue Squad shall pay all costs to hook up to water and sewer to the building. Capron Rescue Squad agrees to pay Aqua Water for monthly usage of water and sewer at the prevailing residential rate within Candlewick Lake.

d. This property shall be approximately 100’ wide x 100’ deep. These dimensions may change at a later date with final approval by Candlewick Lake.

2. Candlewick Lake agrees to allow Capron Rescue Squad to improve the lot and build an EMS station on this leased property.

a. The building shall remain the property of the Capron Rescue Squad until turned over to the Candlewick Lake Association.

3. The building constructed by Capron Rescue Squad shall meet the following specifications:

a. The building will contain ambulance bays that have the capability to house, a minimum of two (2) Advanced Life Support ambulances.

b. The building will contain room for sleeping and living quarters for the assigned crew(s). This will include bathing and food preparation accommodations.

c. A sign will be placed on the building that will designate the facility as a Capron Rescue Squad facility. The sign shall be approved by the Candlewick Lake Board of Directors.

d. The building shall meet all applicable building codes.

e. The Capron Rescue Squad shall place a driveway and parking lot for visitors and crew parking.

f. Candlewick Lake shall be provided a copy of the architectural drawing for any building planned by the Capron Rescue Squad and shall have the right to amend the drawing provided that the above mentioned specifications are maintained.

g. If the maintenance gate leading to Caledonia Rd. needs to be updated for the faster usage by the Capron Rescue Squad, all costs will be borne by the Capron Rescue Squad District.

4. The building of this Capron Rescue Squad facility is contingent upon the approval of the Caledonia Road Commissioner and the acquiring of a special use permit by Boone County.

5. Capron Rescue Squad agrees that within 120 days of the building receiving its occupancy permit that a crew shall be assigned to respond to EMS calls from this station. Any issue that prolongs this date shall be brought to the attention of the Candlewick Lake Board of Directors.

a. A copy of the OSF- St. Anthony, ILL Department of Public Health system agreement shall be provided to Candlewick Lake as proof of commitment.

b. Candlewick Lake understands and agrees that this station will be required to respond to EMS calls throughout the Capron Rescue Squad District. While the intent of this station will be to provide significantly improved response times to Candlewick Lake residents, the ambulance and crew at this station are not dedicated exclusively to the residents of Candlewick Lake and will be used as needed throughout the District to provide EMS services.

c. If at a future date, Candlewick Lake and the Capron Rescue Squad agree to pave the Maintenance Road from Hastings to this facility at a time agreeable to both parties.


6. Capron Rescue Squad agrees to restrict usage of sirens and sirens in the Candlewick Lake development except as needed to safely travel throughout the development.
