Board meeting notes... June 21, 2016




Open forum for property owners included a P.O. unhappy about the property next door not being maintained. Another P.O. wanted to know the possibility of using their personal golf cart on the course by paying a fee. This is under consideration.



The AQUA update... Joel (from Aqua) indicates road repair will be underway shortly below the dam by their plant.



Finance Commission reports bad debt write offs in the amount of $35,681.57. Accounting adjustments total zero. Provisions are made in our budgeting to offset write offs that always occur with foreclosures and bankruptcies.
Our standing at the end of May (new fiscal year) is Operating cash of $1,774,816.69, Operating investments of $330,864.63, Reserve investments $3,648,417,56. Total investments $3,979,282.19 and Total cash of $5,754,098.88.
We are currently under budgeted expense by $14,368.42 and over revenue budget $4,471.48, meaning we are to the goodby $18,839.90 fiscal year to date.



Public Safety reports 82 citations and 206 warnings were isued during the Month of May. Many of these were lawn and property issue related.



Lake Management reports BioSwale plantings continue. Curly pond leaf is still in the lake but is being controlled and will die on it's own soon. Inlets are being monitored for blue/green algae. So far so good.



Events reports the independence Day plans are coming along with the band bookedand parade volunteers in place. Dandy Donuts is handling the food aspect.



The Rec Commission mentions circuit and line dancing, T-ball, CWL dance have been cancelled due to low turn-out. Summer Camp has 10 to 16 daily. The dog park has sold 24 tags this year. Bunco turned out 32 people. Pickleball has 4 to 5 players weekly. Bocce Ball has attendance of 2 to 5.



The Outpost planning is moving ahead with meetings planned with the three bidding architects to be sure we are on the same page before actually hiring one of them.



Savannah Oaks reports we are now into the watering season and most of this wil be contained to night and early morning hours to avoid play disruption. There is some "Red Thread" disease but it doesn't seem to be a real threat and spraying is ongoing to kill it. Trees have been fertilized and the course is playing well.



Savannah Oaks clubhouse tells us Cinci de Mayo was a big success with around 35 attendees. Twenty seven men are playing in the men's league. May 7 was the first tournament with ten teams of two. Pub Trivia drew 53 people. Memorial Day tournament had 23 players. Savannah Oaks losses are $4,544.00 larger than last year through May. Not good.



The Golf Commission is discussing the feasibility of a driving range. The course being open to the public was again addressed. Public opening was tried in the past and was not feasable due to the real estate tax expense.



Communications is working on an ad to be placed in the Daily Herald. Ad spaces will be available at the bottom. If all are sold they hope to run the ad four times per month.



The Roads commission reports the patching has been completed between AQUA and Talladega as well as the South gate. This is phase 1 of the project this year. A full length run of two inch paving from below AQUA to Talledaga is in the works as well but the bad areas had to be taken care of first to avoid problems down the road (pun intended). Roads selected for chipseal are Lamplighter Loop to Galleon Run, Galleon the Candlewick Drive, Talledaga to Hastings to Pembrook, and Staffordshire to Rochester. If the chipseal works out well this will completely change the dollar amount needed for road work going forward.



The new message board will be ordered for our front gate. Mediacom will be replacing T6 for internet service at the Rec Center. Some windows will be replaced in both gate houses due to broken seals. The truck body on our vehicle M-7 is badly rusted but the remainder of the vehicle is sound so we will be replacing the bed as budgeted. TSC is being hired to handle testing on our road repairs this year as we have in the past. A gravel box is being purchased for our Maintenance Department for use in shouldering our roads. The purchase will include staff training.
We will be changing our current ABDI server a hosted CMS server.
Our reserve study will be updated this year to handle any adjustment suggestions going forward.



A property owner addressed the board regarding the rule for vacant lot maintenance, feeling warnings should be issued prior to ticketing. The rules have been in place and published for some time and the board has made the decision to start full enforcement of the rules in order to enhance the appearance of Candlewick. Many have complained about the appearance of vacant lots as well as residences not being maintained lowering their property values. We are acting on those very valid complaints. Then citation policy is being reviewed for vacant lots.



About three weeks ago Theresa, myself, Bob Wahlberg (County board chair) and Ken Terrinoni (County administrator) met regarding the lots the county holds for unpaid taxes. I hoped the county would be willing to pay for mowing of their lots. They agreed to take the proposal to the finance commission. Unfortunately the decision is we as tax paying county residents will continue to pay for the lot maintenance from our dues. Fair? Not in my mind but also not worth a court fight. Hey, we tried.



Correspondence was received indicating the Planning and Zoning Commission is having a hearing on a special use pemit to allow Countryside Pacemaker to install video gaming equipment in Cuppa Joe. The hearing is Tuesday, July 5, 7 p.m. in the Poplar Grove Village board room.
