As always these are strictly my meeting notes and
approved minutes will appear in your Candlewick paper.
Prior to the scheduled board meeting there was an
executive session for discussion of subjects pertaining to
litigation. The closed session was at 5:30.
The regular meeting started with the half hour
period set aside for an open forum for property owners. Only fourteen
were in attendance plus the board and staff. There were no comments
from attendees so the formal meeting was begun.
Dan Lentz from maintenance was given a ten year
recognition award with comments on his work ethic and value to our
association.
An AQUA update was read and I will publish it here
in the next day or so to avoid too lengthy a post today.
Lake Management reiterated the leaf collection is
scheduled for 10/26 and 11/2 and volunteers are needed. Please sign
up at the rec center. More young people are needed to continue this
service. Fish shocking was accomplished on 10/11 and the results were
used to decide what we need to stock next year. Er will be stocking
more Walleye and Channel Cat.
The Events Commission has the Fall festival coming
up Saturday 10/19 at the rec center from 6 to 8:30. There will be
judging of the best costumes in three categories as well as various
kid's games and crafts. The Chili cook-off will have two prizes of
$100.00 each, one for judge's choice and one for people's choice.
Hopefully there will be a book fair with proceeds to help with the
cost of gifts for “Breakfast with Santa.” The Eagle's Nest will
have food and beverages available. Also upcoming is the Family Turkey
Bingo 11/16 from 6 to 7:30 at the rec center. There will be four
turkeys and assorted canned goods as prizes. Cards are $1.00 each to
play Bingo. Food and beverages from the Eagle's Nest. Many more
events are upcoming and I will post them as the time draws closer.
The Rec Commission reported some of the upcoming
projects. Relocating the volleyball court from Savannah Oaks to
Friendship Park with the expectation of more usage in the new
location. Preschool is maxed out with a waiting list. Little Learners
could handle four more students. Zumba will start in November with a
punch card system. For $25.00 you can have six classes, two per week
or spread them out to one per week. Classes are on Monday and
Wednesday nights and seventeen participants are needed to cover the
program costs. Check with the Rec center for more details. A punch
card system is being considered for Yoga classes. There is a
possibility of a “Biggest Loser” program for CWL residents. It
will run January through May and have a kick-off party, discounts for
CWL classes, and personal training classes. More upcoming plans will
be posted here as dates come closer.
The board agreed to change the hours of Savannah
Oaks clubhouse for the period the course is closed. New hours will be
Monday 5-9 p.m., Thursday 5-9 p.m., Friday and Saturday 5p.m. to
midnight, and Sunday 11 a.m. To 9 p.m. The option to close early is
allowed if there are few customers.
The board passed a resolution regarding dues
reduction for re-platted lots. This was simply a clarification of a
prior policy from 1997.
There was further discussion on the proposition of
guest passes when only one person occupies a home or when a lot is
owned and all dues paid but there is no benefit since the owner has
another property that is separate from the second lot. The policy had
a first reading and I will post it here at a later date after passage
so you can see the specifics.
The board had the second reading of policy number
13-09 regarding fines for dumping of noxious or offensive substances
into the lake or elsewhere in our community. Since we are still
waiting for the engineering report and gathering information this was
tabled until the December meeting.
Bad debts and write-offs totaling $27,120.72 were
passed by the board. This was due mostly to bankruptcies.
Two gate cameras need replacing and the board
voted to do so at a cost of $399.98. Funding is from reserves.
We all witnessed some of the flooding we
experienced with the heavy rains earlier this year. We are currently
in the process of mitigating that problem and it is very expensive to
do excavating and ditch work in general. There are many areas that
need this work and going forward this will be a big expense. I am
not sure what next year's budget will entail but it is going to be
hard after the belt tightening we have done in the prior years. A
resolution was passed to add the replacement of a collapsed culvert
to this year's repairs at the cost of $19,240. This repair will be on
Picadilly. Rabine Paving will be handling the job.
Last year we had a major road repair project and
some of the edges have cracked. Those areas needed to be based more
deeply with a 4 ½ inch remove and replace rather than the 2” mill
and overlay. Rabine has agreed to credit and repair those areas but
we now want to have the deeper paving so there will be an additional
cost. To go with the deeper replacement it will cost $4,092.00. The
board passed the resolution to do so. We still came out much better
than we would have if we had gone with the deeper overlay throughout
the project so this is a logical fix.
There are plans for a property tax clinic to be
held inn our rec center during early to mid November. Finalized date
to be announced when finalized.
