The question of fencing

I was told one of the questions that will be brought up during the meeting about the Rules and Regulations Saturday will be the possibility of allowing fences. Remember this meeting is about the Rules and Regulations. There are the CC&Rs which is the top governing document for our association. Next in line come the ByLaws. The bottom tier of the documents is the Rules and Regulations. Nothing can be in the rules and regulations that conflicts with more powerful documents.
 The last time we changed the CC&Rs it was made necessary by a change in state law and even those minor changes took about 1 1/2 years and a lot of expense to get the necessary votes of 50% plus one. The yard fencing rule is in the CC&Rs. Not a chance we can get that changed. Just a heads up.
