What happened to the 66% tax increase?

Bonnie Marron sent me this report showing the Illinois 66% income tax increase set to expire (we know it will not) has been simply wasted. Below is an excerpt from the report. For the full report click on the link at the bottom of the post. To top this off I am hearing rumblings of not only keeping the increase in place but adding more. This can only end badly.
