Sunday, September 1st 12-3pm is the last day of the book fair. Weather permitting, I plan to set up my booth outside by all the festivities, otherwise, I'll be inside the Rec Center entrance. Once we reach our sales goal, CWL earns 50% of the total sales as free books for the preschool and after school programs. I contacted Senator Dave Syverson regarding the "do not call" list. I know I am not alone in receiving calls about credit cards, the FBI crime statistics and how we need protection, someone from the "shipping department" wanting to be sure our address is correct, calls starting with "Do not hang up", and more. I am on the list, have been for years, and calls still keep coming.
I know this is a federal law, not state, but as I told Dave, he might know who should be contacted. He is going to call the attorney general and he will let me know the result. When I get information I will pas it along. Why be on the list if it is meaningless?

On the subject of fishing

When we lived north of Marengo the boys and I would fish the Kish and other small rivers in the area. There are large numbers of northerns in the 15 to 18 inch size there that are fun to catch but no good for eating. Often we would use jointed Rapalas to catch them and as all fishermen know those small northerns are slimy and flip around like crazy when being unhooked. Naturally we would occasionally end up with a hook in a finger or hand. We found the best way to take care of that was to get a good grip with needle nose pliars and just yank it our quickly, kind of like pulling off a bandaid.
This system was working well until one time we were fishing Big Bear Lake in northern Wisconsin. I was using a decent size Rapala and landed a fair northern. While flipping it managed to hook me. I got the fish off the hook after it sunk into me pretty well. True to form I took out the needle nose pliars, got a good grip on the treble hook, and yanked hard, sinking the other set of hooks into my hand when the first set came free. Yep, another well thought out move. Fishing is fun.

Today I cleaned Fran's walleye and bullhead. Just this year I started using an electric fillet knife after hearing Jim Brefeld talk about how great they work. (He is right by the way) Continuing the story...
Anyone catching walleyes knows when they flare their gill plates those plates are like razor blades. I have been cut more than once by them so I am very careful how I hold walleyes. I was careful enough that I managed to cut myself with the electric fillet knife. Not a terrible cut but try to fillet fish while bleeding and having a paper towel wrapped around your left index finger. I finished the job and learned to be more careful. Yeah, I know, stupid move.

Chuck Hart posted this catch on Facebook. I believe he said it took an hour and a half fishing in the bubbles over an aerator in our lake. The lake is still full of nice fish. Yesterday evening Fran (my wife) caught an 18" walleye and a huge bullhead.
We are still eating them and I know Chuck and many others are doing the same. The information we are given is there has not been enough testing to know if it is safe to eat them so it is up to everyone to make up their own mind. My experience has been my face goes numb for about two hours after eating them but then it goes away so no problem (kidding)

Lake Conditions Update
Blue-green algae are microscopic organisms that are naturally present in lakes.  Some blue-green algae can produce algal toxins that could pose a health risk to people and animals when they are exposed to them in large enough quantities.  Blue-green algae can grow quickly and become very abundant in warm, shallow, undisturbed surface waters that have adequate amounts of sunlight, air/water temperature and nutrients.  When this occurs, they can form blooms that discolor the water or produce floating rafts or scums on the surface of the water.    Water affected by blue-green algae blooms often is so strongly colored that it can develop a paint-like appearance.  The presence of toxins from algae can only be verified through laboratory analysis.  Unpleasant tastes or odors are not reliable indicators of the toxins.
Health effects could occur when the surface scums/waters containing high levels of the blue-green algae toxins are swallowed, come in contact with skin, or when airborne droplets containing toxins are inhaled while swimming, boating waterskiing, tubing, bathing or showering. 
We have been monitoring the lake conditions for possible blue-green algae.  Samples were collected on August 21, 2013.  The results are as follows:

The World Health Organization (WHO) have developed Microcystin Recreational Threshold Values for the relative probability of acute health effects during recreational exposure to microcyctins.

When levels are over 10 uf/L, you should avoid all contact with the water containing the algae.  Keep pets and children away from the water. Do not allow pets in the algae-contaminated water because they will also drink the water and consume algae on their fur by licking themselves after leaving the water.

Eating fish caught from affected waters is an unknown health risk.  Scientific studies in this area are incomplete.

Currently swimming is prohibited in all bays including the Dip, Firefly Bay, Fisherman’s Cove, Castaway Park, and Inlet Cove.

Continue to monitor the conditions of the lake as they are continually changing due to the weather and wave action.  Avoid contact with water that is discolored or has scum on the surface.


The use of the lake for recreational activities is always at your own risk.

Ken,
Your recent post about trained dogs for drugs got me thinking.
There will be some questions coming up at lake management, public safety,and even the BOD meetings, concerning the 30 mph rule on the lake with regards to over size motors at no wake only.
My point of view.
The 30 mph rule is already difficult to enforce. Every year more boats are registered   BUT  the lake does not get any bigger.  Every boat owner I have asked, answers    NO   my boat does not have a speedometer.  A few have a GPS that will tell you the speed, mostly the fishing boats.
I knew when the unlimited hp at no wake was passed it would only be a matter of time for the 30 mph debate.   The door was left open!

The rule of unintended consequences

It seems a serious problem has arisen with the new laws legalizing marijuana in some states. Drug sniffing dogs have been trained to act upon detection of any controlled substance they sense. All a drug smuggler or even a user of heroin, cocaine, etc has to do is have some marijuana in the vehicle and if the dog signs illegal drugs and the more serious drug is found it will be argued in court it was an illegal search because the dog hit on the marijuana, triggering the search. This is a serious problem because it is almost impossible to re-train a dog to ignore marijuana.
It would appear the only solution would be to train all new dogs. There is always, it seems, something not considered when new laws are passed. And so it goes.

Legal committee open meeting last night

Some pretty good news. It was publicly announced AQUA has agreed in writing to never again pump from their system into our lake or ditches. A resolution will be sent to (and I am sure passed by) the board of directors dictating very substantial fines for AQUA or anyone else dumping harmful materials into our lake. Another couple of resolutions will be going to the board indicating procedures for resident notification of any potential health hazard. Every problem with AQUA is not solved but this is certainly covering a lot of the bases. Things are moving forward.
The last item acted upon was the dissolution of the committee. It's work is finished. The CC&Rs are now in the process of being filed, the final touches were put on the letter going out with the rewritten By-Laws, and the Rules & Regs will be handled by the staff, board, and input from commissions. By unanimous vote the committee is now finished.This is good. One less meeting to attend!

This means that the website is talking to your browser
using the regular "unsecured" language. In other words, it is possible for someone to "eavesdrop" on your computer's conversation with the website. If you fill out a form on the website, someone might see the information you send to that site. 

This is why you never ever enter your credit card number
in an http website! 
But if the web address begins with 
https://, that basically means your computer is talking to
the website in a secure code that no one can eavesdrop on.

If a website ever asks you to enter your credit card
information, you should automatically look to see if the

If it doesn't, you should NEVER enter sensitive information...

Public Safety responded to the 100 block of Drew Ct. for a report of a subject unresponsive.  The subject was transported for treatment.
Public Safety responded to the 400 block of Pembroke for a subject that was suicidal and ingested several unknown medications.  The subject was transported for treatment.
Public Safety responded to the 400 block of Pembroke for a subject who had a possible broken leg.  The subject was transported for treatment.

Neighbor Disputes
Public Safety responded to a report of a neighbor dispute regarding the placement of a swing set.  The matter was resolved by Public Safety.

Domestic Disputes
Public Safety responded to the 500 block of Pembroke for a report of a domestic dispute.  The matter was turned over to the Boone County Sheriff’s Office.

Theft
Public Safety responded to a boat dock to take a report of a theft of a phone holder from a boat. The matter is under investigation.

Illegal Entry
Public safety responded to the West Gate for a report of a vehicle that tailgated into the community.  The subject was warned.

Suspicious Vehicle
Public Safety responded to the West Gate for a suspicious vehicle and the subjects within the vehicle were armed with a baseball bat.  The matter was turned over to the Sheriff’s Department.

Matters were made worse in July 2012, when the administration released a directive from the Department of Health and Human Services announcing that states would be able to waive the law's work requirements. The requirement that able-bodied adults work, prepare for work or look for work in order to receive benefits was deemed too much of a burden for some states and the poor to bear.
A follow-up report by Michael Tanner and Charles Hughes published Monday by Cato shows that it's now a case of back to the future with welfare reform. According to Cato, welfare currently pays more than a minimum-wage job in 35 states, even after accounting for the Earned Income Tax Credit, and in 13 states it pays more than $15 an hour.
In 11 states, welfare was found to pay "more than the average pretax first-year wage for a teacher. In 39 states, it pays more than the starting wage for a secretary. And in the three most generous states a person on welfare can take home more money than an entry-level computer programmer."
(That is over $60,000 per year for a forty hour job in Hawaii)  Ken

CHICAGO — Working on a tight time frame, Illinois is building an 800-person army of temporary workers to help people sign up for health insurance coverage under the Affordable Care Act.
The “in-person counselor” jobs, located in every corner of the state, range from a $9-an-hour part-time evening job in Clinton County to a $45,000-a-year project coordinator position in Chicago for someone with experience in community organizing and public speaking.
The workers will help consumers apply for coverage, and will answer questions and explain differences between the insurance policies offered on the new online marketplace. They will help consumers figure out if they’re eligible for Medicaid or for new tax credits that will help many people pay for coverage.

A message from Sarah White



Next week we are holding a CWL Book Fair (as you already know.) The purpose is twofold: 1- To encourage our residents to fill their children's home libraries enriching, educationally driven books. 2- To support our neighborhood children's programs as an entire community (CWL will earn up to 50% of the retail sales total in FREE books.) 

I recently learned of this statistic and thought it was a great one to share with you and your readers. It comes from a research journal that conducted a 20 year study across 27 nations. 

Researchers found that children who grow up in homes with hundreds of books get THREE MORE YEARS schooling than those with few books in the home, regardless of their parents' occupation, education, or level of income. 

This means that, just by creating a book culture within our homes, no matter what the family background might be, we are giving children greater opportunity for success simply through encouraging them to read.

What a simple way to invest in our children's futures, don't you think?

This is ridiculous! (another rant)

 Your board tries to cut where we can and control expenses. One controllable is the AQUA bill for the bath house by the north beach. It was discussed at the finance commission meeting about the bill for the bath house being $282.00. By comparison the Outpost was about $70.00. Why???
  It was recommended faucets be installed that automatically turn off when not in use because kids were just leaving the water running. We found the truth is the flush valves are being propped open and stools plugged so they do not shut off and the bath house is flooded purposely.
  This, folks, is where some of your dues money goes. Two hundred bucks extra per month so vandals can ruin a convenience for the residents. What do we do? Close the darn thing down? Do you want to spend $2,500 or so per year of your money so vandals can have "fun"?
  I hope a reader has some idea of who is doing this and will turn them in so they can be prosecuted. There is no excuse for this behavior.

I have been asked that question regarding the Naysayers. They reason is twofold.
 I am not attacking people, I am attacking ideas. The second reason is they really enjoy the spotlight and they will not get to see their names in print here to satisfy that desire. As simple as that.

This deserves a separate post from meeting notes


Well folks, the Naysayers are at it again. During the public comment section of last month's regular board meeting one of them stood up and said they had spoken to Bobcat of Rockford about the mowers and other equipment we had purchased there.
Keep in mind I seldom take notes when they are speaking because their comments are often redundant and/or questionable. What I am posting is from memory and paraphrased.
According to the Naysayer we bought mowers that were not the right type to handle the job they are to do here. He also said the Kubota tractor purchased had problems due to our operators not knowing how to correctly run the equipment.
Tuesday's meeting featured Don Parisi (our board president) reading a letter from Bobcat of Rockford saying those statements are simply untrue. The mowers are correct for the intended use and the clutch on the Kuboda was fixed at no cost to us and no problems since that time.
No great surprise to me. It will not be the last time we hear such baseless claims.

Board of Directors meeting notes from 8-20-2013


It was no surprise the pubic comment section had more comment on the AQUA situation with a P.O. Saying there needs to be more information released about AQUA's pumping. We are still in the investigation stage and a letter was read from our attorney indicating we are still going through the close to 1000 pages received through the freedom of information act and more information will be released as decisions on actions are defined. We can not release possibly inaccurate information or opinions. We are spending thousands of your dues dollars right now on attorney fees investigating our rights and options and we can not jeopardize that process.
Another P.O. Spoke regarding the speed bumps. The effectiveness is being studied at this time by public safety.
The formal meeting started on a high note after the open forum with the presentation of the fishing awards to the tournament winners by Representative Sosnowski. This had to be a thrill for those young folks and the crowd enjoyed it as well. Some awards were accepted by grandparents for kids unable to attend.
Jeff Lutzow (treasurer) reported our current balance is $4,305,899.35 combining all funds so we are looking good and currently we are coming in under expense projections by about $36,000 for the year so that is good. Later he reported write-offs in the amount of $129.60 and accounting adjustments of $2,658.09.
Our preliminary audit report was discussed with no surprises. This is a yearly audit. The board approved the audit.
The proposed By-Laws and cover letter were discussed and recommended by the board to proceed with some changes to the cover letter since the CC&Rs are now passed and other verbiage needs changed then mail the information to the P.O.s.
Lake management reported no weed treatment is recommended at this time due to the possibility of the cut weeds decaying may provide nutrients for algae growth. The shoreline buffer strips are to be left ten feet wide with natural vegetation and mowed diagonally to aid in water filtration as well as goose deterrents. The “Wounded Warrior” catch and release bass tournament is scheduled for September 28th with board approval.
The rec commission reported the bocce ball court is now open at Savannah Oaks but may need to be relocated. Fall programs now open for enrollment are Little Learners, Preschool, and Adventure Club. Contact the rec center for more info.
Michelle, the rec center manager, asked the board to allow an appreciation swim party for rec center employees or possibly even more staff after the pool closing for the year since the pool is not immediately drained. Dates considered are in early September.
The Events commission said the Independence Day parade and celebration was a huge success. Hotel Transylvania was the summer beach night movie. It was shown inside with minimal attendance. The dog show and a book fair will be held at the rec center during mud volleyball. There will be sweet corn, baked potatoes, hot dogs, brats, and burgers available to purchase. The Tractor Parade was a big success. This year's fall chili cook-off will have no fee. There will be a kid's costume contest, kid's games, and music.
The board passed the reso to go for the watershed implementation grant to continue the program to help clear our lake water. If we get the grant $52,800 from the EPA and Candlewick will kick in $35,200 (A lot of which we hope to offset with volunteer hours that can be deducted from our contribution.)
The Neighbors Helping Neighbors program will be allowed to use the community room December 14th as in the past. Last year 17 Candlewick families were holiday gifts for the kids as well as dinners. This is a good program. Bonnie Marron and Sandy Morse deserve credit for spearheading this effort.
The office printer has had it and the board voted to lease a new unit. The average copy volume for the office is 15,000 to 17,000 copies per month. This seems like a lot but consider this, My packets for this week's Finance meeting, Board meeting, and ECC meeting came to hundreds of pages alone, and they are necessary in order to prepare for the meetings (Ken).
The board voted to go with Dish Network for Savannah Oaks in order to have digital HD television for the games. It is a two year contract.
A request was submitted from a property owner that owns an adjoined two lots plus a separate lot to have four guest passes issued to the owner of any lot that is not adjoined to another lot so they could have facility use the same as any other single lot owner. They pay full dues but have no benefit as those who own a single vacant lot receive. The request will be considered further before any action is taken by the board.
The board voted to have the following restrictions for the volunteer of the year award. No board member will be eligible nor will any winner from last year be considered for this year's award.
There was a rather loud exchange between myself and one of the naysayers who chose to attend a board meeting of Poplar Grove and indicated to them there are four of our board members ready to vote for annexation. That in itself is untrue. As I stated to him the entire board could vote for it and it would make no difference and we can not just hook up our sanitary system to Poplar Grove. It takes a 66% vote of our property owners to be annexed and AQUA owns our infrastructure for the system and can not be simply bypassed. Bonnie Marron also told him with our size we can not be annexed anyway. In my opinion he doesn't understand the situation but it seems that doesn’t matter to him.

Another ride to remember

A few days ago I read the journal Rich Witt kept of this year's organized bike ride across Iowa. It was a very interesting read but many pages so too long to post here. It was well written and gave a great daily account of the journey.
They started in Council Bluffs and rode all the way across the state to the Mississippi River. I am familiar with the areas he traveled and it was grueling. There were days of long climbs and steep downhill rides, one of which pushed his bike speedometer to 67 miles per hour. (Obviously he has lost his mind!)
There was a storm, heat, dust, sleeping in a freshly cut straw field on the stubs sticking up, and other tough obstacles. On the flip side there was great food, wonderful scenery, reuniting with old friends, and the feeling of accomplishment when dipping the front tire in the Mississippi.
Thank you Rich for allowing Fran and I to enjoy your journey without the strenuous part. As you know, I get winded just reading the sports pages.

Public Safety responded to the 200 block of Benedict for a report of an unresponsive subject.  Public Safety responded and began CPR.  County arrived and assisted the Public Safety Officer and the subject was transported and survived.

Damaged Property
Public Safety responded to the 100 block of King Henry for a report of a vehicle that was spray painted.  The Sheriff’s Department was summoned and the matter is under investigation.

Disorderly Conduct
Public Safety responded to the Rec. Center for a report of juveniles acting disorderly.  The juveniles were warned of their actions.
Public Safety responded to the 900 block of Candlewick Dr. for a report of illegal fireworks going off.  Public Safety and the Sheriff’s Department arrived and the subject identified denied setting them off.
Public Safety responded to the Rec. Center Marina for a report of a juvenile shooting a bb gun into the lake.  Upon arrival the subject was gone.
Public Safety responded to Kingsbury and Liverpool for a report of juveniles attempting to start a fire.  Upon arrival, the juveniles denied attempting to start a fire.  They were warned and left the area.
Public Safety responded to the 300 block of Picadilly for a report of debris being thrown in the yard.  The residents wanted a report on file for a matter of record.

The accountant

An accountant dies and goes to Heaven. He is met by St Peter who goes through the usual questionnaire.
"What sort of accountant are you?" says St Peter
"Public Practitioner," is the reply.
"Name?"
He gives his name. St Peter goes through some files and pulls one out.
"Oh, yes. We've been expecting you. You've reached your allotted span," says St Peter.
"How can that be?" says the accountant. "I'm too young to go. I'm only forty-eight"
"No, that's impossible."
"Why do you say that?"

"Well we've been looking at your time sheets and the hours you've charged your clients. By our reckoning you're at least ninety three."

Your Assistance Is Needed

Do You Know Any of the Kids Who Won in the 2013 Kids Fishing Tournament Which was Held On Father’s Day?

Rep. Joe Sosnowski, our Illinois representative from the 69th District, will be attending the Board of Directors meeting on Tuesday, August 20th for the sole purpose of presenting the tournament winners with a certificate from the Illinois House of Representatives for their effort, dedication and hard work.

Each of the winners, who were pictured in the July CWL newspaper, and their families is invited and encouraged to attend this meeting, which begins at 6:30pm, to meet their representative and be recognized.

 It is not often that a politician takes notice of something as seemingly mundane as a kids fishing tournament and then takes initiative to recognize these same children. It is less often that the youth of America get to see our government do something so positive without being asked. It is the hope this small act remains in the memory of these children for many years to come and that they enjoyed a morning of fishing with their father, grandfather or uncle. Many times it is the small things in life which bring the most memorable rewards and this appears to be one of those times.

We are experiencing difficulty in locating some of these children as all we have are names and ages, but no parent/guardian names, contact numbers or addresses. There were 12 winners of most fish, smallest fish and largest fish in various age categories as well as 3 winners of the most unusual catches of the day.
