IMPORTANT NOTICE!
On June 2nd and 3rd 2014 weather permitting, there will be designated areas of the lake chemically treated for weeds and algae.
The following restrictions should be noted if using water from the lake:
Drinking water for humans 3 days
Drinking water for pets for 1 day.
No irrigation for grass or flowers for 3 days.
No irrigation for food crop (vegetable gardens) for 5 days.
***There is no restriction for fishing and swimming.
***This does not affect your water supplied by Aqua Illinois.
Summer reading.....
North Boone School District is sponsoring a “Books on Wheels” program to make it convenient for students to have access to books so they can keep reading throughout the summer. A small white North Boone school bus will be loaded with library books that students can borrow. The Books on Wheels bus will be at Candlewick’s main office parking lot off of Route 76 every Tuesday afternoon from about 2:00-2:45 from June 10 through July 29. Come on board the bus and pick out some good books! There will be something for everyone.

Weekly Public Safety report

Week Ending 5/25/2014
Rescue Calls
Public Safety responded to the 1600 block of CWD for a report of a female subject who was in severe pain. The subject was transported for treatment.
Public Safety responded to the 400 block of Pembroke for a lift assist. Capron Rescue was therefore not needed.
Criminal Damage
Public Safety responded to Marina B for damage to a boat dock.
Missing Child
Public Safety responded to the 100 block of Poseidon for a report of a missing youth. The youth returned home a short time later.
Burglary
Public Safety responded to the 200 block of Pembroke for a report of a burglary to vehicle which was parked inside an unlocked garage. No suspects are currently identified. BSCO responded to this call.
Dog Call
Public Safety responded to the 1800 block of CWD for a dog which had gotten loose, entered the roadway and jumped on a pedestrian. An investigation was conducted, the Property owner was cited.

What is happening in "The Dip?"
Anyone driving around the lake Saturday could see the algae just exploded on the weekend. As instructed by our Lake Manager Joe Rush, the lake was sprayed Friday but obviously that didn't do the trick. You may wonder why the thrusters were not running. This year we budgeted for and bought new higher horsepower thrusters in order to give more push to the water in the dip, hopefully ending the stagnation problem.
As with most things, a solution brings another problem. Our anchors that hold down the thrusters were not heavy enough to handle the new push from the stronger thrusters. New anchors are being installed and guards are being fabricated to avoid clogging by weeds as happened last year. The problems will be solved but were not in time to avoid one miserable Memorial Day for some folks living in that area.
As most can attest, the alum treatment made a huge difference in the clarity of the lake this year. I saw a report indicating you can see down fifteen feet by the dam. This lake will never be perfect since it is a man-made lake it is constantly being worked on to make it the best it can be.

Sen Syverson Sponsors Legislation to Save Bake Sales and Lemonade Stands from "Big Brother" GovernmentAnd just when you thought Illinois couldn't make our jobs climate worse...
Springfield- Senator Dave Syverson is sponsoring new legislation that would protect bake sales, lemonade stands, and young entrepreneurial bakers from yet another attempt at government overreach.
“This whole thing started when the Madison County Health Department decided to crack down on a 12-year-old from Southern Illinois who was selling cupcakes,” Senator Syverson said. “A common sense solution was introduced in the House but was quickly soured by changes to the legislation by Democrat Senators who believe the state needs to be a "Big Brother" to grandmas and Girl Scouts.”
The new amendment filed by Syverson and a number of other Republican Senators to HB5354 that would allow individuals to make and sell food products from home kitchens, as long as they sold less than $250 worth of products per month. (current law requires licensing if $1 is made)

“I’m not sure why the state is so worried about the time-honored tradition of children selling cookies and lemonade,” said Syverson. “Our legislation will protect the entrepreneurial spirit of home kitchens, and will block a big-brother style attempt at government overreach.”
When it was passed by the Illinois House, the measure would have allowed smaller bake sales or lemonade stands to operate without the burdensome rules, provided customers were made aware of the home made nature of the items. However, once it started working its way through the Senate, it became loaded down with changes that would have banned all Illinois citizens from making and selling cupcakes, cookies, and cakes if they were sold either directly or indirectly, unless the individuals took an 8 hour class from the state, paid for and obtained a license, and labeled all items using strict state guidelines.
"It is frustrating that the state does not have the manpower or resources to meet the core needs of its citizens, yet somehow seems to have enough money to go after the Girl Scouts and grandma for baking a few cupcakes,” said Syverson. “This is a common sense solution to stop the government from sticking its nose where it doesn’t belong.”

Since this blog contains my opinion as well as events and announcements I feel free to have my say. Everyone at the meeting had every right to put forward their feelings but I have to say some of the ones opposed simply did not have the facts straight and leveled charges that couldn't hold water. It became strange enough that one resident actually stood at the mic and started talking about what should be parked in driveways. That in no way pertains to geese. Many had good solid comments but the strange always seem to appear as well. I will not use names but anyone at the meeting knows those I refer to. When the meeting ended Joe Rush even asked for us please to remain civil with one another after the meeting. I doubt anyone reading this doesn't know my view but just in case, I say go for it. These geese carry everything from Ecoli to Listeria plus viruses and fungi. They also defecate at a rate of 1 1/2 lbs per goose per day. They fertilize our lake and help algae to grow. I have said before they are the rats of the bird world. Ken

Compromise Dam proposal
Below is the resolution I asked to have prepared as a compromise on the recreational use of the dam. I wanted the dam to completely remain off limits but I found at the April meeting I didn't have the votes when I made a motion to kill the proposal. This issue will be decided during our June meeting. Ken

This was Tracy Carter's last board
meeting. Theresa Balk will be our new general manager going forward.
Meeting attendance was 18.
Open forum for property owners included
a question about docking problems with a floating pier that is too
high, a suggestion to change the name of our rec center to Main Clubhouse, and a concern about dangers of people being on our dam as
is being discussed.
The Aqua update indicated the health
department has checked our lake and the beach will open as usual.
Testing of lines has been continuing with some significant inflows
detected and sealed. I posted this information here earlier so no
need to go into detail now.
Lake Management reports maintenance is
working on thrusters installation and this should be accomplished
soon to avoid some of the stagnation at the dip. The boat lifts are
now installed. The final draft of our planning grant has been
submitted to the EPA. A protocol is being prepared for resident
notification of algae blooms to be presented to the board upon
completion. A fish kill was reported again this spring but it is a
normal occurrence and nothing to worry about. Joe Rush (our lake
manager) will be presenting our fish stocking proposal for this year.
Rec Commission reports line dancing has
started with six participants. T-ball Tykes is up and running with 11
participants. Tennis Camp and lessons will hopefully start mid June.
Adult Aqua Aerobics will be taught Monday evenings from 7 to 8 with
board approval along with possibly a Splash Fitness class for kids.
November 8 is the planned date for the Health & Wellness Fair
(more info to come as the time approaches).
Public Safety wishes to have two
“autistic child” signs placed in the 700 block of Marquette as a
heads up to drivers. The board agreed to do so.
Communications reports the Belvidere
Chamber Golf Outing plans are being finalized for the event to be
held in June.
The resolution regarding recreational
use of the dam was tabled with no action due to the absence of a
board member. Contentious proposals should have full attendance for a
board vote. I would expect the same consideration if I were unable to
make a meeting so this is fair.
During our last board meeting I tried
to kill the recreational dam use proposal but couldn't get the votes
so I asked for a secondary resolution indicating the only
recreational use of the dam will be for walking with no access to the
angled sides of the dam and only from sunrise to sunset. This is also
tabled until we have a full board. I will post the resolution here in
the next couple days so all can read it.
The policy allowing personal watercraft
with over normally allowable H.P. to be used on our lake at idle
speed only was passed. I posted this reso last month for you.
A reso was passed adding Narcotics
Anonymous to our list of sponsored groups.
With the absence of our treasurer I
gave the Treasurer's report. For the period ending April 31 we have
Road reserves of $364,894.05, Replacement reserves of $2,854,626.85,
Operating cash of $987,913.83, and Operating investments of
$284,345.86. Total cash equals $4,491,784.59 so we are in good shape.
The final numbers may have minor changes due to our upcoming year end
audit.
Our current status regarding adherence
to budget is we are unfavorable in the revenue category by $6,618.11
but favorable in the expense category by $39,840 meaning he net
affect being we are “to the good” by $33,222.58. This should be
very close to our fiscal year end result so not too bad!
Write offs and accounting adjustments
for the month totaled $4,687.13 mainly due to banks only being forced
by law to pay six month's dues on foreclosed properties.
Without going into great detail on
each, resolutions were passed buying workman's comp insurance, paying
the engineering firm the remainder owed to them for the AQUA
investigative work, replacing our brush chipper, purchasing new LCD
monitors for the computers as well as two power supplies, purchasing
a greens roller we need for Savannah Oaks, and purchasing a
replacement Turf Gator that has worn out for Savannah Oaks.
A resolution was read indicating Tracy
Carter's last day will be May 23, 2014 and Theresa Balk will be the
new General manager on the same day.
Our I.T. Manager was granted authority
to set prices for and sell the old computers we are replacing.
McClure Engineering was awarded the
contract to oversee our road maintenance program this year at a cost
not to exceed $13,900.00.
Two tandem kayaks will be purchased
along with paddles and life vests. These will be made available for
rental through the Rec Center.
Dog Park update... Only one volunteer
to date. This will only move forward if there are volunteers and we
stay within budget. Our Maintenance supervisor will be determining
the cost to dig the post holes for the fencing in-house of we
proceed. If you want the park, jump in.
Capron Rescue Squad update. The Rescue
Squad is considering a different location near our maintenance
department. Same general area but possible a better placement. The
process continues.
Rental Rules ADHOC update....... Some
members are now selected with more prospects. A diversified group is
being assembled to have varied input on possible regulations.
