Cindy did not ask me to post this nor does she know I am going to do so, but I would like the ladies to have a heads up about the availability of hair pieces for anyone losing their hair for any reason, or if you would just like to have a hairpiece for convenience. Cindy does a lot of work with cancer patients and has been very active in fundraising for cancer research for a cure. She is a very nice lady and deserves your business. She is also a Candlewick resident, which many of you already know.

My notes from the June board meeting

The meeting was called to order at 6:30 pm. With attendance of 9. After the formalities came the open forum for property owners. One property owner was concerned a bear got into Candlewick through a break in his fence and asked it be repaired. It will.

Our Maintenance Manager Jeff Lucas was named employee of the year. Jeff has saved our association a lot of money through his expertise and has improved our maintenance department greatly. Janel Reidenger, a very important member of our office staff, received an award as second place employee of the year. She has worked tirelessly helping the office through the change of an accounting manager and personnel shortages. Her knowledge of our office systems has been very valuable.

We have received final approval of our implementation grant of $88,000. Candlewick will pay 40% of the $88,000. Some of our contribution will be offset by volunteer work and meeting attendance. The money will be used to enhance lake quality through installation of bio-swales to aid in filtration of run off.

Our rewrite of the Rules & Regulations is in the final stages and it is about ready to go to our attorney for his review, then there will be a public hearing for input from property owners.

The uni-sex bathroom at Friendship Park is now complete. This is the one I reported here regarding repeated vandalism. It should now be much more secure.

All sand was removed and replaced at our beach due in no small part to our friends the geese, who love to defecate there. The DNR tells us we have 90 geese that are permanent residents and do not migrate.

An update was given regarding the status of our movable traffic control unit that takes pictures of speeding vehicles and notes the time and speed so citations may be issued with the documentation. We have run into costs that far exceed our budgeted amount so ongoing contacts will be made to try to bring the cost down. We budgeted $35,000 and the cost has risen to over $60,000, which is an unacceptable figure.

Lake Management reports the next grant stakeholder meeting will be June 26. Remember attendance counts toward our portion of the grant contribution so come if you can. The three new thrusters are working well in the dip dispersing the algae build up that tends to occur there.

The Rec Commission reports the Kayaks and equipment will be in soon if not already here, the tennis backboard needs to be installed, still only one volunteer for the dog park construction, the multi-purpose room name will be the Lakeview Room, a family fun run will be held in the fall and will be called the “Glow Run”(details to follow), and the vendor Health Fair is still on for November.

The Finance Commission reports our finances are still strong with operating cash $1,192,986.52, operating investments $284,347.76, road investments $365,144.52, and reserve investments $2,862,624.62. Total cash is $4,705,083.52. Remember though, this time of year we are really flush with cash and it will drop some as the fiscal year progresses. That being said, we are looking good. We are to the good by $43,000 compared to our budget the first month of our fiscal year so things are going well. Our yearly audit was approved by the board after being scrutinized by the Finance Commission.

Bad debt write offs were authorized in the amount of $3,715.49 and accounting adjustments totaling $1,310.00

Your board authorized opening our gates next November 8^th for the wellness fair.

Our General Manager was authorized by your board to allow the Boone County Emergency Management team to use our lake for training purposes for water rescue drills.

As I mentioned last month, there were two resolutions regarding use of our dam. Both were tabled due to not having a full board available for the vote. This month the first reso had the second reading allowing biking, fishing, walking, etc on the dam. That motion was defeated. A second reso was in favor of a allowing only foot traffic on the dam, only on the top of the dam, and only sunrise to sunset. This reso. Had the first reading and will be voted on in July. I preferred no recreational use of the dam at all but this is the best I could get. I will post the reso later this week.

A reso had the first reading that limits the number of dogs allowed at any residence in Candlewick to a maximum of three with grandfathering. The second reading and vote will be at the July meeting after which the dog owners will be given six weeks to make arrangements for dogs in excess of the allowed number. After that date citations will be issued. I will post that resolution later in the week for you to read.

Senate Bill 2664 was discussed as an addition to the agenda. This bill will cost you as a property owner money. I will post the essence of the bill Friday. All it needs is Governor Quinn's signature and it will become law, severely restricting the rights of our HOA to collect fees and assessments from banks and others upon foreclosures. There are other harmful aspects to the bill as well so please read the post and call Governor Quinn's office to ask for a veto. During this election year your calls may turn the tide. He needs the votes and all HOA members are being asked to call, not just ours. There is power in numbers. Thanks to Bonnie for staying on top of this.

A comment on the Kid's Fishing Tournament

 I think the tournament is a wonderful thing that the kids and parents both enjoy. I have one problem with it. I brought this up before I was even on the board but there was no response and since I am not involved I dropped it. Why does the tournament have to be held during the time most people attend church? I believe many religious families would rather their kids miss the tournament than set the bad example of no church in order to fish. I will not pursue the matter, I simply want to air my concern.

Public Safety responded to the 1000 block of CWD for an unknown injury. The subject was transported to the hospital.

Public Safety responded to the 100 blk. of Drury for a person who fell and hit his head.

Criminal Damage

Public Safety responded to the Marina for damage to a bracket.

Vandalism

Public Safety responded to the Savanah Club House for a water problem.

Public Safety responded to the 1200 blk. of CWD for a house that was egged.

Juvenile Problem

Public Safety responded to the 100 block of Valhalla to assist in a Juvenile problem.

Theft Report

Public Safety responded to the 200 block of Marquette for a theft of a lawn mower.

Dog Call

Public Safety responded to the 100 block of Rochester for dogs running loose. BCSO and Animal Control were summoned. The property owner was cited.

Noise Complaints

There were multiple complaints throughout CWL over the weekend of ATVs and dirt bikes. Please be more considerate in the future.

The Tuesday board meeting

I expect one of the hottest topics at this meeting to be the dam use. There are two different resolution that will be decided on that topic.

Another hot topic will be the first reading of the resolution to limit the number of dogs allowed at a residence. This is now becoming a problem in some instances and has at times become a safety issue.
I would expect during the open forum to have more protests of our planned goose round-up. There are some that feel this shouldn't happen but I think all readers know my view on the issue. Hard decisions are bound to be unpopular with some of the property owners but the board is sworn to do what they feel is best. That is one reason we have elections, to have those you feel will do what is right sitting on your board.

This is my Dad

My Grandma Dillenburg watched as both of her sons left on a train the same day to go to war. One in the Army (Dad) and one in the Navy (Herb). Both have now passed on but they did their part in service to our country and for that I am proud. This Father's Day is kind of hard when a person no longer has a father to thank, as are all Father's Days. Those of us in this position can still hold onto the memories of fathers who did the right thing and taught us so much. I owe Dad a lot, and I hope he knows it even now. Happy Father's Day, Dad. It will not be that long until we meet again.
