Scum testing

 I know it is an odd title but that is what is being done often on our lake to be sure there are no unacceptable levels of toxins in the scum. The tests came back high again so the lake will continue to be in an "own risk" situation for use and the beach will remain closed. We are performing many more tests in the last couple years than we used to so we know a lot more about the water quality than we did in the past. Consequently you will be seeing more advisories than before. If any part of the lake tests poorly you are informed because the areas with scum can drift with the wind so there is no way to know where the bad areas will be at any given time. Everyone needs to make their own decision regarding if this is a worry to them or not.
 If I can editorialize a little, I do not think this is something that will ever be stopped. When I was a kid they called this time of year the dog days and all knew it was not good to be in the river or ponds. We did anyway but that is not to say it is smart to do so. As long as we have hot still days and stagnant water we will fight this every summer. My opinion only.

Starting at 8 a.m. Dandy Donuts will again be set up near the Rec Center to serve their delicious donuts. I had some the last time they were served on the 4th of July and they were really tasty. Even better they will once again be donating a portion of the proceeds to our fireworks fund for 2015. This is a win-win!

Road project update

 The specs have gone out for bids and the areas for coring are marked waiting for the test. Now let's hope we don't get a repeat of last year when the only bid we received was unrealistic. If that happens we may wait for next spring and send the bid sheets out very early.
  The Rabine warranty repairs should be starting soon with some deeper paving in weak areas as well. Remove and replace rather than mill and overlay.

Public Safety responded to the 500 block of Bounty for a subject who fell. This person was transported to the hospital.
Public Safety responded to the 100 blk. of Galahad for a person with leg pain. The person was taken to the hospital.
Public Safety responded to the 300 blk. of Rochester for a person with complications from heart surgery. The person was taken to the hospital.
Public Safety responded to the 400 blk. of Atlantic for a lift assist. There was no transport for this call.
Damage to Vehicle
Public Safety responded to the 200 blk. of Hastings Way for damage to a vehicle. This incident is still under investigation.
Fallen Tree
Public Safety responded to the 100 blk. of Pembroke for a report of a fallen tree. The tree fell in the back yard, just missing the house.
Lake Patrol
Lake Patrol is preventing folks from swimming in the coves where Blue-Green Algae is present.

A Sunday contemplation by Janis R. Cohen, LCSW

An old man, a boy and a donkey were going to town.  The boy rode on the donkey and the old man walked beside him.  As they went along they passed some people who remarked it was a shame the old man was walking and the boy was riding.  The man and boy thought maybe the critics were right, so they changed positions.
Later, they passed some people who remarked, “What a shame! He makes that little boy walk.” They then decided they both would walk.
Soon they passed some more people who thought they were stupid to walk when they had a decent donkey to ride. So they both rode the donkey.
Later, they passed some people who shamed them by saying how awful to put such a load on a poor donkey.  The boy and man said they were probably right, so they decided to carry the donkey.
As they crossed the bridge, they lost their grip on the animal, and he fell into the river and drowned.
The moral of the story?
 If you try to please everyone, you might as well kiss your rear goodbye.

The agony and the ecstasy (Well, actually no ecstasy)

It was raining, thundering, and when I got back in my Escape the air temperature was 72 degrees but we all toughed it out for the ice bucket challenge. In all honesty this is one heck of a shock to the system. Of course as your board of directors we are used to shocks to the system!

For those of you who missed the board meeting

AQUA reported on their continuing effort to find any areas of infiltration into their system in an attempt to avoid the pumping they did last year. They have found and sealed enough infiltration points that the affluent inflow into the treatment plant is noticeably lower. They are also continuing to better seal manholes as needed. This is a good thing. Hopefully the next major rain event will not be the disaster the last one turned out to be.

LETTER OF INTENT FOR PROPERTY/STRUCTURE ON MAINTENANCE DRIVE


The following Letter of Intent is submitted for review and approval:

1. Candlewick Lake agrees to the lease of a parcel of property located on Maintenance Dr.

a. Candlewick Lake agrees to lease this property to the Capron Rescue Squad for a period of 50 years for a cost of $1.00 per year. After 50 years, Capron Rescue Squad shall renew lease, and if not renewed, the property and building will revert to the ownership of the Candlewick Lake Association.

b. Capron Rescue Squad agrees as a condition of the lease to use the property for the sole purpose of housing an ambulance and crew.

c. Capron Rescue Squad shall pay all costs to hook up to water and sewer to the building. Capron Rescue Squad agrees to pay Aqua Water for monthly usage of water and sewer at the prevailing residential rate within Candlewick Lake.

d. This property shall be approximately 100’ wide x 100’ deep. These dimensions may change at a later date with final approval by Candlewick Lake.

2. Candlewick Lake agrees to allow Capron Rescue Squad to improve the lot and build an EMS station on this leased property.

a. The building shall remain the property of the Capron Rescue Squad until turned over to the Candlewick Lake Association.

3. The building constructed by Capron Rescue Squad shall meet the following specifications:

a. The building will contain ambulance bays that have the capability to house, a minimum of two (2) Advanced Life Support ambulances.

b. The building will contain room for sleeping and living quarters for the assigned crew(s). This will include bathing and food preparation accommodations.

c. A sign will be placed on the building that will designate the facility as a Capron Rescue Squad facility. The sign shall be approved by the Candlewick Lake Board of Directors.

d. The building shall meet all applicable building codes.

e. The Capron Rescue Squad shall place a driveway and parking lot for visitors and crew parking.

f. Candlewick Lake shall be provided a copy of the architectural drawing for any building planned by the Capron Rescue Squad and shall have the right to amend the drawing provided that the above mentioned specifications are maintained.

g. If the maintenance gate leading to Caledonia Rd. needs to be updated for the faster usage by the Capron Rescue Squad, all costs will be borne by the Capron Rescue Squad District.

4. The building of this Capron Rescue Squad facility is contingent upon the approval of the Caledonia Road Commissioner and the acquiring of a special use permit by Boone County.

5. Capron Rescue Squad agrees that within 120 days of the building receiving its occupancy permit that a crew shall be assigned to respond to EMS calls from this station. Any issue that prolongs this date shall be brought to the attention of the Candlewick Lake Board of Directors.

a. A copy of the OSF- St. Anthony, ILL Department of Public Health system agreement shall be provided to Candlewick Lake as proof of commitment.

b. Candlewick Lake understands and agrees that this station will be required to respond to EMS calls throughout the Capron Rescue Squad District. While the intent of this station will be to provide significantly improved response times to Candlewick Lake residents, the ambulance and crew at this station are not dedicated exclusively to the residents of Candlewick Lake and will be used as needed throughout the District to provide EMS services.

c. If at a future date, Candlewick Lake and the Capron Rescue Squad agree to pave the Maintenance Road from Hastings to this facility at a time agreeable to both parties.


6. Capron Rescue Squad agrees to restrict usage of sirens and sirens in the Candlewick Lake development except as needed to safely travel throughout the development.

A WIN-WIN situation

An agreement between Candlewick Lake Board of Trustees and the Capron Rescue Squad Board of Trustees was reached on Tuesday, 19 August 2014 to proceed with building an EMS station within Candlewick Lake. The new building will be capable of housing 2 Advanced Life Support Ambulances and their crews. This will be the first building in Capron Rescue history that was built for the sole purpose of housing an EMS detachment. Once the final documents are approved and signed by each Board, construction on the facility will begin. The goal is to be running calls from the new station before the end of the year
The reason behind this expansion is a continuation of the planning by the Operations Staff and Board of Trustees at Capron Rescue to have crews and ALS ambulances stationed with 4 minutes of 70% of our residents. The addition of this station will provide decreased response times to the residents in Candlewick Lake, Timberlane and the southwest section of the District.
The Board of both Candlewick Lake and Capron Rescue are to be commended for the many hours of hard work and an unrelenting focus on bringing an increased level of EMS services to the southwest section of the Capron Rescue Squad District. We are excited by this and are looking forward to increasing our level of service to our community. As your EMS provider for North Boone County we will continue to look for ways to make sure we are there when you need us.

My personal Board meeting notes

PERSONAL BOARD MEETING NOTES.. NOT TO BE CONFUSED WITH RATIFIED MINUTES.
The meeting attendance was again small with only about 25 in attendance. That fell to 16 after the presentation of the fishing contest awards.
Several spoke in the open forum for property owners. Subjects covered were support for the rescue squad locating here and the Halloween Trick or Treat hours.
Representative Sosnowski presented the fishing tournament winners with their certificates. These were for the Kid's Tournament on Father's Day as well as our annual Bass Tournament tournament.
Your maintenance department has been working a lot on the pool, installing a new acid pump, a main pool water valve, and a new chlorinator for the baby pool. They have also been removing saplings from the lake water edge, spraying for lake shore line weeds as well as chemically treating lake weeds. They have gilled and leveled sand at both beaches and maintained our spring and weir. This is the one that really stuck out to me. Your maintenance department also hand placed 117 tons of rip-rap on the dam so far. Try to pick up one of those large pieces some time! They also have been doing a lot of tree work along with their normal duties. These guys have kept busy!
Finance reports we are still in good shape with the following balances. Operating cash $708, 075.80, operating investments 784,317.17, road investments $365,150.71, and reserve investments $2,865,713.32. Total cash is $4,723,257.07. Income is up $38,000 over budget and expense is $98,000 under budget, putting is $132,727.79 better than our budget projection. Lookin' good!
Savannah Oaks year to date is about $39,000 better than last year. Also lookin' good! Savannah Oaks is a huge drain on our budget so this is very good news.
Lake Management reports some deals are expected to be available on weed harvesters. The harvester would be used to control weeds as well as skim the algae from the accumulation spots. More information will be forthcoming. Don Trippicio has been doing a lot of diving, mapping and taking pictures of our aeration system in the lake and cleaning aerators as needed. This is very valuable information. Marge Olson is stepping down as Secretary of Lake Management. She does a great job and will be a big loss.
Recreation reports the Glo Go Fun Run is still on for September 28. Reflective T-shirts will be available for participants to purchase and wear. Discussion on a wish list for the next fiscal year budget include paddle boats, permanent grills, another book case, several assorted tables, outside deck flooring, and more. Remember this is a wish list and a lot of it will not be possible when budgeted.
Our new Rec. Center director was introduced to the board and audience. Her name is Leanne DeJoode and she seems anxious to hit the ground running and said she thinks we have a great community and would like to live here some day. She is a very likable person.
Public Safety threw their weight behind allowing the Capron Rescue Squad to buy a property here to erect and man a facility to provide services to our residents and guests. The motion passed the commission unanimously.
Events reports the Octoberfest Chili Cook-off is on with prizes for judge's choice and people's choice. There will be a contest for kids, various kid's games and if not too expensive a DJ.
Communications received a request for board members and commission member's pictures to be posted on our website. The idea died a horrible death as it should! Communications will be producing a promotional DVD for our community.
The Capron Rescue Squad presented the board a letter of intent to use an alternative location for their Rescue Squad facility since the prior location did not pass the board. The new location will be near the Outpost and maintenance facility. I will post the letter here later for all to see. Those voting against the first location should be commended for getting immediately on the issue and finding an alternate site that is acceptable to the rescue squad. I was afraid this would drag on for months. The new proposal passed with a unanimous vote so forward we go.
Bankruptcies, lost dues due to bank foreclosures, and accounting adjustments totaled $27,215.02. This is a high number but we anticipate this in budgeting knowing there will be bankruptcies and the law that foreclosures are only liable for six month's dues.
The topic of Trick-Or-Treating hours was once again addressed by your board. Last year it was agreed to cut the available hours from four to two. After discussion the board decided to go back to the 2 to 6 hours as in the past. If you don't want Trick or Treaters or run out of candy just turn off your porch lights.
A property owner asked that for sale signs be allowed on vacant lots during the same hours as the open houses. A little history on this. The ECC spent a lot of time considering this some time ago and decided against it. The same gentleman contacted me personally about the problem selling his lot about two years ago. My recollection was we had decided to allow the signs and I incorrectly told him that. When later he found he could not he rightfully was upset. That was entirely my fault. Val checked our records and we did not change the rule, we just discussed it in depth. The board considered the request to change the rule and sent it back to the ECC with the recommendation to change the rule and allow for sale signs but only with specified sizes and only during the same time as the open house rules.
It would appear there will be enough volunteers to proceed with building the dog park. This is in the preliminary stages but moving forward. Monies for the park were in this year's budget. Bonnie Marron has become frustrated with the lack of involvement from other board members and has removed herself from heading this project. She has put a lot of work into this and should be commended for this. Some other board members (myself included) stated for various reasons the time is just not there to take it over but hopefully one will decide to handle it.
The speed trailer was once again discussed and our in-house IT person is trying to find the necessary equipment to produce it in-house since this seems to be so hard to find from a vendor. It has been being researched for years now and no good unit has been found for our needs.
The Volunteer Appreciation Dinner is set for October 4 this year. Invitations will be coming. The Caledonia Road Clean-up is scheduled for September 10th. If anyone chooses to help the board with the clean-up show up at the west gate at 4:30. We will have bags and pick-up tools. I will post this again as time approaches.

A Gate Strike occurred at the East Gate involving a motorcycle. There were no injuries.

Public Safety investigated a suspicious vehicle located in the 300 blk. of Pembroke Dr. The Officer located a vehicle with the driver passed out behind the wheel. BCSO was summoned. An arrest was made.
Lake Patrol
The Lake Patrol investigated a watercraft speeding across the Lake. A citation was issued.
The Lake level is down 2.5 inches.
Lake Patrol is preventing folks from swimming in the coves where Blue-Green Algae is present.

Public Safety responded to the 200 block of Pembroke for an undisclosed rescue call. The person was transported to the hospital.
Public Safety responded to the 100 blk. of Queens Place for a subject who had fallen and could not get up. This person was taken to the hospital.
Public Safety responded to the 100 blk. of Queensbury Place for a subject having fallen while moving from one chair to another. This person was taken to the hospital.
Theft
Public Safety responded to the 100 blk. of Ambrose for a theft report of three (3) bicycles. As of this time, they have not been located.
Lost Property
Public Safety responded to the 800 blk. of Marquette for a lost cell phone report. The phone was located and returned later that evening.
A bicycle was found in the roadway of the 200 blk. of Hastings Way. It was not one of the stolen bikes mentioned above and was stored at the Maintenance Department.

A street sign had been knocked over by an apparent vehicle at the intersection of CWD and Bounty Drive. The offender is unknown.
Disturbance
Public Safety responded to the 2400 blk. of CWD for a report of 2 males fighting. They had departed upon arrival.
Juvenile Incident
Public Safety responded to Whiting Park to assist the BCSO in a juvenile investigation. The youths had took off running. They could not be located.
Lake Patrol
Investigated several people on the CWL Dam on several different occasions.
